장애인활동지원서비스 최소품질 측정모형의 개발과 최소품질에 영향을 미치는 다차원적 요인에 관한 연구

국문 초록 (Abstract)

본 연구의 목적은 장애인활동지원서비스의 안전성을 관리할 수 있는 최소품질 문항을 개발하고, 서비스 이용자가 지각한 최소품질 수준에 서비스 기관이 미치는 영향을 검증하는 것이다.
분석 자료는 장애인서비스 품질현황 조사(한국보건사회연구원, 2013)의 원 자료이다. 조사 대상은 지역 특성을 고려하여 의도적으로 표집한 총 11개 지역의 100개 기관과 이들 기관의 장애인서비스 이용자 1,000명이다. 이 중 본 연구의 대상인 장애인활동지원서비스 기관은 총 41개로 참여 인원은 총 410명이다.
연구 목적을 수행하기 위해 우선 부적절한 처우 및 학대에 대한 기존 연구를 검토하여 최소품질 모형을 구성하고 그 타당성과 신뢰성을 탐색적 요인분석, 확인적 요인분석, 내적 신뢰도 검정으로 확인하였다. 그리고 최소품질에 영향을 미치는 기관의 영향력과 요인을 분석하기 위해 다층자료 분석을 수행하였다. 그 결과 최소품질에 미치는 기관의 영향력은 약 12%로 나타났고, 기관의 연매출액, 서비스 인력의 월평균임금, 서비스 인력 중 자격증소지자의 비중, 기관관리자의 인식이 유의미한 영향을 미치는 요인으로 나타났다. 결론에서는 이러한 연구 결과를 바탕으로 하여 최소품질 모형의 활용과 편리성, 정부의 영세기관 지원, 기관의 인력처우 개선 등을 제안하였다.

다국어 초록 (Multilingual Abstract)

Purpose of this study is, first a development of a scale of minimum quality of personal assistance service. Second, a exploitative analysis about effects of organization level on the minimum quality, with compare to effects of individual level. The study sample was composed of 410 disabled aged between 20 and 64 who used personal assistance service in 41 service center. The data were collected as multilevel data in a individual level(410 person) and in a organization level(41 center).
First, Cronbach’s alpha, exploratory factor analysis and confirmatory factor analysis were performed for a analysis on reliability and validity. Second, hierarchical linear analysis were performed for a analysis on effect of provider characteristics. And the adequacy of adaption the hierarchical linear model to the study data was proved in verifying the organization effect on the service quality. According to the result of analysing the unconditional slope model, from the fixed effect analysis result, the annual revenues of service center, the average monthly wage of care-givers, the rate of qualified care-givers on the total care-givers and the recognition of center administrators on the labor right of care-giver affect significantly service quality.
