목민심서 연구 : 정약용은 목민심서를 어떻게 썼는가

국문 초록 (Abstract)

본 연구의 주제는 ‘목민심서가 어떻게 쓰여졌을까 ’이다. 즉 ‘다산 정약용은 목민심서의 저술 형식, 저술 내용을 어떻게 고안하여 썼을까 ’를 해명하는 것이다.
연구 목표는 다음 세 가지이다. 첫째, 목민심서를 당대의 학문 관습, 학문 場의 역사적 문맥 속에 배치하고자 한다. 둘째 다산 정약용이라는 저술 주체의 학문과 정치적 경험, 포부가 목민심서에 어떻게 담겨있는지를 포착하고자 한다. 셋째 다산이 제안하고 있는 통치의 기술, 治者계층의 자기 규율, 조선국가의 지방행정기술을 분석하고자 한다.
본 과제는 이와 같은 연구를 통해 다산이 딛고 있는 학문적 전통, 다산의 경험과 포부, 조선국가의 통치기술을 해명함으로써 목민심서의 새로운 학문적 사회적 수용을 가능케 하고자 한다.
1 차년의 연구는 <조선후기 목민학의 계보와 󰡔목민심서󰡕>란 주제로 진행하였다. 그 결과 조선후기 목민학의 계보를 파악하였으며, 목민심서가 󰡔목민심서󰡕가 주체의 설정, 글쓰기 방식, 체제, 구성요소, 주제, 내용 등의 여러 측면에서 18세기~19세기 초 활짝 꽃핀 목민학의 전통에 기대고 있음을 밝혔다.
2차년도 연구는 <18 ․ 19세기 경세학의 전개와 목민심서>이란 주제로 진행하였다. 목민심서를 ‘통치성(governmentality)’이라는 개념을 통해서 읽음으로써, 다산이 민이 부상하는 주체 전환의 시대에 새로운 통치기술(art of government)을 제시하였음을 밝혔다.

다국어 초록 (Multilingual Abstract)

This is a research on "how Mokminsimseo was written". That is, we would like to investigate how Dasan came up with the writing style and content of Mokminsimseo.
The purpose of the research is three-fold. First of all, we would like to interprete Mokminsimseo in the historical context of scholarly practice and space. Second, we want to capture how Dasan's scholarship, political experience, and aspiration are integrated in Mokminsimseo. Third, we would like to analyze the art of governance, self-discipline, and Josun Dynasty’s local administration that Dasan suggested.
Based on the above-mentioned research, this study aims to elucidate Dasan’s scholarly tradition, experience, aspiration and the art of Josun Dynasty’s local administration and enable a new social and academic acceptance of Mokminsimseo.
The subject of the first year research was on the Geneology of Studies on Local Administration in Joseon Dynasty and Mokminsimseo(牧民心書). We have traced the Geneology of Studies on Local Administration and have shown that in choosing the subject, writing style, structural components, topic, and content, Mokminsimseo(牧民心書) relied on the tradition of Studies on Local Administration that flourished in the the 18th and the early 19th centuries.
The subject of the second year research was "the development of political economy(經世學) in the 18th and 19th centuries and Mokminsimseo". Reading Mokminsimseo through the prism of governmentality we have shown that Dasan intended to propose a new art of governance at a time of agency change when the status of the populace was rising.
