수자원장기종합계획보고서(Water Vision 2020)

다국어 초록 (Multilingual Abstract)

In order to resolve water-related problems it expects to happen in the future, new comprehensive water resources plan(Water Vision 2020) is established to target year 2020. Water Vision 2020 is considering the changes in the situation around water resources as well as paying attention to the problems concerning the people and the land. It presents the principle strategies of water resources policy on the long-term and comprehensive viewpoints. Water Vision 2020 consists of three sections: the water demand and supply plan, the flood management plan, and the river environment plan. It will be promoted to achievement the basic aim named as "sound water use and formation of the safe and friendly water environment." The driving strategies in each section will be promoted and achieved by considering inherent regional water characteristics and environment, and building general consensus on the strategies among stakeholders, and enhancing water management technology. In addition, Ministry of construction and Transportation will build a foundation to share information and knowledge related to water resources with the people for the smooth promotion of the strategies. When the aim of Water Vision 2020 is achieved, water sources use system to cope with 30-year frequency drought will be arranged, and comprehensive watershed flood control management system enough to prevent 100-year flood event will be set up. Furthermore, we can form close- to nature river to maintain or restore the link between human beings and the river.

국문 초록 (Abstract)

21세기에 예상되는 물 문제에 대비하기 위하여 현안 문제점과 국민들의 관심을 반영하여 2020년을 목표로 새로운 수자원장기종합계획(SaterVision 2020)을 수립하였다. 본계획은 용수수급계획, 치수종합계획 및 하천환경계획의 세 부문으로 구성되어 있으며 "건전한 물활용과 안전하고 친근한 물환경 조성"을 기본이념으로 추진될 것이다. 각 부문별로 제시된 추진계획은 지역의 특성과 환경에 접합하게 중앙정부, 지방정부 및 지역주민의 합의형성과 수자원 관련 기술개발을 통해 추진될 것이다. 또한, 건설 교통부는 추진계획의 원활한 수행을 위하여 국민들과 수자원 정보를 공유할 수 있는 기반을 구축할 것이다. 본 계획의 목표가 달성되면 30년 빈도의 한발을 극복할 수 있는 수자원이용체제가 구축되고 100년 이상 빈도의 홍수재해를 예방할 수 있는 유역종합치수관리체제의 구축과 함께 인간과 자연이 어울려 사는 하천환경이 조성될 것이다.
