방폐장입지선정과 지방정부의 역량: 부안위도 사례를 중심으로

국문 초록 (Abstract)

안면도 이후 정부는 방폐장 후보지 선정을 위한 다각적인 노력을 하였다. 단일후보지 방식의 안면도에서 다수 후보지 선정 방식과 공모방식을 병행한 굴업도, 사업자 주도방식과 유치공모를 병행한 위도이다. 이러한 정부의 노력에도 불구하고 방폐장 입지선정은 실패를 거듭하였다. 본 연구는 지금까지의 주민저항요인 연구와 정책대안제시 수준의 방식을 지양하고 실제 문제해결 주체인 지방정부의 역량에 초점을 두고자 하였다. 지역주민과 직접적인 대면관계에 있는 지방정부가 문제해결을 위한 역량을 발휘하는 것이 방폐장입지선정에 대한 새로운 이론적 시도로서 의미 있을 것으로 기대한다.

Nuclear power plants has improved for the last 25 years in Korea to cope with the growing demand for energy. As a result, we are now faced with the serious problem of radioactive waste disposal. The Korean Government has selected possible radioactive waste disposal sites several times.
A case in point is Anmyeon-do, where resistance from residents has caused the government`s efforts to end in failure. Since resistance from residents has been identified as the main obstacle to selecting a radioactive waste disposal site, a variety of plans has been prepared to address the problem. As a consequence, the method of selecting a site that used to be a central government initiative has been modified to consider the residents` participation and the voluntary participation of the local government. Emphasis is placed on site selection by the local government itself and the agreement of its residents. A local government`s capacity to select a candidate site and calm down the resistance of its residents is more important than anything else.
In this study, after the central government`s policy of taking a local government`s voluntary participation into prior consideration, we investigate the disposal site selected by a local government and the local government`s capacity to calm down its people from the case of Buan, with an emphasis on local government`s capacity to be successful in selecting a site and alleviating the resident`s resistance.
