한국유권자의 정치적 신뢰와 정당정치

국문 초록 (Abstract)

한국에서 정치 불신이 증대되고 있다는 사실에 공감하고 있는 학자들은 많은 반면 이에 대한 체계적인 연구는 부족한 편이다. 부분적으로 정치 불신이라는 주제를 다루고 있는 연구들도 대부분 정치 불신의 양상이나 원인에 주목한 반면 그 정치적 결과에 대해서는 간과하고 있다. 본 연구는 최근 한국 정치가 당면하고 있는 여러 가지 난제 중에 정치 불신이라는 문제점에 초점을 맞추어 그 정치적 영향력을 살펴보았다. 특히 이 연구는 정치 불신이 정당정치에 미치는 영향력에 주목하였는데 왜냐하면 정치 불신의 증대는 한국에서만 발견되는 현상이 아니라 선진 민주국가에서 더욱 보편적으로 나타나는 현상인데 서구 학자들의 연구결과에 따르면 정치 불신은 정당정치와 밀접한 관계가 있는 것으로 나타났기 때문이다. 서구의 몇몇 연구들은 정치 불신이 기존 정당에 대한 지지하락이나 제3당 후보의 지지 또는 정부와 집권당 정책에 대한 반대에 영향을 미친다는 경험적 결과를 얻었다. 한국에서는 현재까지 정치적 불신이 정당지지에 미치는 영향력에 대한 이론적 추론이나 언급만 있었을 뿐 경험적인 연구는 거의 없었다. 따라서 이 연구는 그 동안 가설수준에 머물렀던 한국 유권자의 정치적 불신이 정당 지지나 정당 대표의 지지에 미치는 영향을 설문조사 자료들을 이용하여 경험적으로 검증하였다. 그 결과 기존 서구의 경험적 연구결과와 같이 한국에서도 정치적 신뢰도는 정당지지와 정책지지에 중대한 영향을 주는 것으로 나타났다. 정치적 신뢰도가 높은 사람일수록 집권당을 지지할 확률이 높고 기존 정당들을 지지하며 정부정책을 지지할 확률이 높다는 통계적 근거를 확보하였다. 그러므로 유권자 개개인의 정치 불신 수준은 정당지지나 정책 지지도와 직접적인 연관성이 있음을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

One of the most significant trends in recent Korean politics is the decline of political trust among voters. While no one disputed that political trust in government and leaders had declined lately, the effect of this trend on party politics is ignored and controversial from the outset. This study proposes to analyze the effect of declining political trust by focusing on political party politics. Specifically three hypotheses were tested: First people who have higher levels of political trust is more likely to support governing party. Second, people who have higher levels of political trust is more likely to support existing parties in power. Third, people who have higher level of political trust is more likely to show stronger support of governmet or govening party's policy.Thus, this study tested the relationship between political trust and supporting party itself or party's policy. The findings show that there are evidences for political trust in the shaping of party politics. Political trust have some effects on supporting governing party, existing parties in power, or the major policy of govening party.
