정당조직과 정책적 연계:일본 자민당 사례를 중심으로

국문 초록 (Abstract)

이 연구는 2013년 이후 TPP 교섭과정에서 나타난 일본 자민당의 농업처리 문제를 중심으로 당 중앙의 정책변경에 대한 지방조직의 행동양식을 검토함으로써, 자민당의 정책적, 조직적 연계를 명확히 하는 것을 목적으로 한 것이다. 이 때 일본의 대표적인 농촌지역이자 사회경제적 조건이 유사한 가고시마현(鹿児島県)과 구마모토현(熊本県)의 사례를 비교분석하여 국회의원, 지방의원, 지부연합(켄렌)의 대응이 정책과정에 어떠한 영항을 미쳤는가를 검토하였다.
그 결과 다음의 네 가지 결과를 도출하였다. 첫째, TPP 협상에서 지방의 압력은 교섭 초기에 한정되었으며, 당 중앙이 정부의 방침을 대변하는 구조가 확인되었다. 둘째, 협상 추진과정에서 지방의 합의를 주도한 세력은 동일하지 않다. 가고시마에서는 국회의원 주도형 합의가, 그리고 구마모토에서는 조직일체형 합의 양상이 확인되었다. 셋째, 대응책을 마련하는 논의의 장과 방식은 지역별로 운용을 달리한다. 가고시마에서는 국회의원-지방의원 간 인적 네트워크와 신뢰를 바탕으로 대응을 마련한 반면, 구마모토에서는 현의회 특별대책위원회를 주축으로 대책을 구체화하였다. 넷째, TPP 타결 이후 당 중앙의 사후대책 준비과정에서 자민당 지방조직의 역할이 증대되었다.
위의 결과는 현재 정당본위·정책중심으로 변화하는 일본 정치과정 속에서 자민당 의 행동양식이 변화했음을 말해준다. 당의 일체성 강화 움직임은 개별 정치가의 행동양식을 강하게 규정하고 있으며, 당 중앙은 정치적 책임성에 무게중심을 이동시켰다. 반면 합의도출 과정에서 지방조직의 운용방식은 자율성을 갖고 있다. 이는 유력의원 중심의 인적 네트워크와 정책적 연계를 조합한 균형점에 개별지역의 효율적 대응이 자리하고 있기 때문이다. 결과적으로 정책과정에서 지방레벨의 탄력적 대응은 자민당의 정책적 응집성에 기여하고 있음을 확인하였다.

다국어 초록 (Multilingual Abstract)

The study aims to clarify the LDP's policy and organizational linkage during the TPP negotiations by reviewing the behavior of local organizations against the party's central policy changes, especially on the agricultural issues. It analyzed two typical rural areas, Kagoshima and Kumamoto, with similar socio-economic conditions in Japan. It attempts to examine the LDP’s changing behavior patterns, by tracing agreement process between central-local politicians and federation of branches(Kenren) on TPP negotiations, through case study.
As a result, there are four major changes verified. First, local demands were limited early in the TPP negotiations, meanwhile, the central party represented the government’s political positions. Second, the forces leading the regional consensus in the process of pushing the negotiations forward are not the same. While the central politician-led agreements were identified in Kagoshima, and the organizational consensus was found in Kumamoto. Third, the place and the way in which discussions are prepared vary depending on the region. While Kagoshima prepared responses based on the human network and trust between lawmakers and local legislators, Kumamoto embodied measures with a special committee of local councils.
