대통령탄핵에 대한 일반대중의 관심사이클과 정당변화와의 관계

국문 초록 (Abstract)

이 연구에서는 2004년 3월 12일에 일어난 대통령탄핵사건에 대한 대중매체의 관심도 생존주기가 Downs의 이슈생존주기모형을 잘 반영하는지의 여부를 운형함수방법론(Spline Function Methodology)을 이용하여 조사하였다. 그리고 이 연구는 대통령탄핵사건에 대한 대중매체의 관심도 생존주기와 각 정당의 내부구조 및 정계개편 사이에는 어떤 관계가 있는지를 분석하였다. 운형함수모형을 이용하여 도출된 결과로 생존주기의 모형을 그린 결과 대통령탄핵이라는 사건은 Downs의 모형보다 2개의 단계가 더 있었다는 것을 발견할 수 있었다.
그리고 이 연구는 국회의원 총선거가 임박해서 일어난 대통령탄핵이라는 대형 정치적 사건이 선거의 결과를 완전히 바꾸는 결과를 초래하였다는 것을 보여주었으며 정당지지도의 경우 열린우리당과 한나라당에 현격한 변화를 가져다주었음을 일별로 조사하였다. 한나라당의 경우 탄핵의 주도적인 역할을 담당한 최병렬 대표의 사퇴, 홍사덕 총무의 낙선, 조순형 민주당 대표의 낙선, 민주당의 추락 등과 같은 정당구도에 여러 가지 변화를 초래하였다. 대통령탄핵이라는 사건은 열린우리당에게 선거에서의 승리라는 결과를 가져다주었다고 말할 수 있다. 그런데 이 연구에서는 대중매체가 대통령탄핵이라는 거대한 사건에 싫증을 느끼기 시작하는 시점이 사건발생 13일이라는 것도 발견하였다.

This paper studies how the media attention cycle of the impeachment event of the president is related to the political party and represents the Downs's issue attention cycle. This research found that the media attention on the huge political event might bring about the political party change. Though two more stages are involved in the Downs's cycle, this paper concluded that the media attention cycle went through the Downs's cycle.
This paper showed that the big event of the president impeachment had changed the results of the legislative election and the level of the party support. While the level of the support on the Grand National Party and the Democratic party decreased sharply by the event, the level of support on the ruling Uri Party elevated greatly. Finally, the event of the president impeachment made the Uri Party win the legislative election in 2004.
