국문 초록 (Abstract)

□ 연구요약문

"북한인권 피해실태 조사 및 데이터베이스 구축을 위한 연구" 과제의 목적은 북한방문자와 체류자, 탈북자의 수기와 증언에 대한 분석, 그리고 탈북자에 대한 면접조사를 통하여 북한인권 피해실태를 조사 분석하여 객관적이며 체계적인 ‘북한인권 피해실태 데이터베이스’를 구축하고 그 결과를 바탕으로 합리적인 학술적 대안을 모색하는 것이다.
1차년도 연구내용는 북한방문자와 체류자, 탈북자의 수기와 증언에 대한 내용분석이며, 2차년도는 탈북자에 대한 면접조사를 통하여 북한인권 피해실태 면접조사 분석이다.

본 연구의 주요 연구내용과 성과를 제시하면 다음과 같다.

① 문헌분석 및 인터뷰 결과 분석 성과

첫째, 전체 154권 단행본 분석완료
둘째, 면접조사 250명 실시
셋째, 조사 및 분석결과 피해사건 : 사건 3,903건
넷째, 조사 및 분석결과 관련 인물 : 2,975명

② 인권피해 조사 및 분류 방법 개발
첫째, 사건정보 시트 개발- 인권피해사건을 조사 및 분석할 수 있는 양식 개발
￭사건정보 시트는 북한인권 피해사례의 특성을 반영할 수 있도록 구성되었음
둘째, 인물정보 시트 개발- 인권피해 관계자들을 조사 및 분석할 수 있는 양식 개발

셋째, 인권피해 분류 시트 개발
￭인권피해조사의 선행작업으로서 인권피해 사건 정보를 분류하는 시소러스 시트를 북한인권상황에 적합하도록 독자적으로 개발

③ 독자적인 인권피해 DB 개발 및 DB 구축
첫째, 북한인권피해 DB 개발
￭북한인권피해 DB 구축의 선행 작업으로서 북한인권상황에 적합하도록 독자적인 인권 DB 개발
￭DB는 후리독스와 마투스 프로그램의 장점을 살리고 사용의 편의성을 고려하여 독자적으로 개발함
￭DB는 연구팀의 토론과 지속적인 내부 워크숍을 통하여 개발됨
￭DB는 북한인권 피해사례의 특성을 반영할 수 있도록 구성되었음
둘째, 인권피해 DB 구축 및 관리
￭ 인권피해 분석 결과는 (사)북한인권정보센터 부설 북한인권기록보존소에서 개발된 인권피해 DB에 입력되어 관리되고 있음
￭ DB에 입력된 정보는 대부분 북한주민과 탈북자의 인적정보이기 때문에 (사)북한인권정보센터의 보안규약에 의하여 대외비로 관리되고 있음

다국어 초록 (Multilingual Abstract)

<Summary>

"Research into human rights violations in North Korea and creating database" The purpose of the study is to research into and analyze human rights violations situation in North Korea by means of analyzing accounts of visitors to North Korea, sojourners in North Korea or North Korean defectors and interview with North Korean defectors and based on which "database for North Korean human rights violations" is objectively and systematically created and reasonable and scientific alternatives are explored.

The first year, the research is based on published accounts of visitors to North Korea, sojourners in North Korea and North Korean defectors.

The second year, research based on interview with North Korean defectors and then analysis of it.

The main contents and outcomes are:

① Outcome of analysis of published accounts and interview conducted by NKDB

First, analysis of 154 books is completed.
Second, the interview with 250 individuals is conducted.
Third, the result of interview and analysis includes 3,903 violation cases. (Observation and experience: 3,004 cases, 73.0%/ Second-hand source and other: 899 cases, 23.0%)
Fourth, the result of research and analysis includes 2,975 individuals. (Victims: 2,436, 81.9%, persecutors: 129, 4.3%, Witnesses and others: 410, 13.7%)

② Developing the method of research and categorizing of human rights violations

First, Incident Analysis Sheet is developed; in which researcher easily categorize the details of cases
￭ As the previous work for research of human rights violations, we developed an analysis sheet relating to violation cases.
￭ Researchers continuously had meetings and workshops to discuss how to make and develop the Incident Analysis Sheet.
￭Incident Analysis Sheet is invented to reflect the characteristics of human rights violations occurred in North Korea.
Second, Individual Analysis Sheet is developed to analyze individuals relating to human rights violations.
￭Previous to research of human rights violation, we developed an analysis sheet of individuals relating to violation cases.
￭The Researcher team continuously had meeting and workshop to discuss the development of Individual Analysis Sheet.
￭Individual Analysis Sheet is devised considering the characteristics of human rights violations in North Korea.
Third, thesaurus sheet is developed.
￭Previous to research of human rights violations, we independently developed thesaurus sheet to categorize the information of cases and to be appropriate for human rights violation situation in North Korea.
￭The Researcher team continuously had meeting and workshop to discuss development and improvement of the thesaurus sheet.
￭The thesaurus sheet is devised with consideration of characteristics of human rights violations in North Korea.
③ Developing and constructing the database of human rights violations with originality

First, the North Korean human rights violation database is created
￭Previous to constructing database for North Korean human rights, we developed our own database which is appropriated for North Korean human rights situation.
￭The database adopted the part of excellence of Huridocs and Martus program, considering convenience for users.
￭The research team continuously had meetings and workshops for development of the database.

Second, constructing and managing North Korean human rights database
￭ The result of analysis of human rights violations is entered into database which developed by North Korean human rights archives (NKHRA), a subsidiary organization of NKDB
￭ Because the information of database mostly consists of private information of North Koreans and North Korean defectors, it is managed confidentially in accordance with the security regulation of NKDB
