노인일자리사업의 효과성 분석

국문 초록 (Abstract)

본 연구는 노인일자리 사업의 효과성에 대해서 분석해 본 것이다. 이를 위하여 선행연구를 바탕으로 효과성 분석을 위한 지표를 마련하였고, 효과성을 측정하는데 있어서는 실태분석 뿐만 아니라 인터뷰 방법을 활용하여 양적인 측면뿐만 아니라 질적인 측면에서도 측정해보았다. 우선 노인 일자리사업의 효과성을 돋우기 위해서는 전달체계 부분에 있어서의 변화가 요구된다고 볼 수 있으며, 이러한 전달체계부분의 효과성 측정을 중심으로 연구가 진행되었다. 전달체계에 있어서의 효과성을 측정하기 위하여 책임성, 적절성, 전문성, 접근용이성이라는 이념적인 토대를 중심으로 서비스의 분열성, 불연속성, 무책임성, 비접근성의 문제가 발생하고 있는지를 실태분석과 인터뷰를 통하여 살펴보았다. 실태분석결과 우리나라는 대상자와 급여의 확대, 재원의 확보에 우선순위를 둔 나머지 사회복지전달체계의 개선이 적극적으로 추진되지 못하였다. 또한 양적인 성장에만 급급한 나머지 실질적인 이용자라고 할 수 있는 노인들의 수요가 잘 반영되지 못하고 있으며, 질적인 지표의 활용에 있어서도 단편적인 지표만 활용하고 있다는 한계가 있다. 실질적인 이용자들은 대기시간이 길거나 본인이 신청해야할 서비스의 종류가 무엇인지 잘 파악하고 있지 못하는 등의 접근성에 있어서의 불편함을 토로하고 있으며, 서비스 내용에 있어서의 불충분성, 동 사업의 목적인 소득보장기여가 충분하지 못하다는 등의 불충분성 등에 대해서 지적하고 있다.

다국어 초록 (Multilingual Abstract)

This article is focused on efficiency of Job Security Program for Elderly. To measure efficiency the program, this article analyzed operation condition and focus group interview. Subject of analysis are the delivery system of programs and the people who are belongs to the program. The Indicators to analysis efficiency are accountability, appropriacy, professionalism, accessability. More specific, this sutdy inquired into elderly who participate in the program to finding some problems of the program , like disruptiveness service, discontinuity, irresponsibility, and inaccessbility. The results of analysis, the delivery system of Job Security Program for Elderlcy could not be promoted actively, because improvement of delivery system was pushed back on the priority list, government had high on the list of priorities expansion of target and benefits, and achieve materials. All this, as well as, the older people pointed out that the program couldn't reflect the demand of elderly, insufficient contents, uncomfortable to access the program, and lack of money.
