주민참여 지표개발에 의한 81개 시 단위 지역환경 평가 및 개선에 관한 연구

국문 초록 (Abstract)

세계경제포럼(World Economy Forum: WEF)(2002)에 의하면, 한국의 환경지속성지수(ESI)는 세계 142개 국가 중에서 136위로 세계 최하위 수준에 머무르고 있다. 이는 우리나라 환경문제의 심각성이 매우 위험한 수준에 있음을 알 수 있다. 구체적 환경평가 결과를 살펴보면, 대기·수질 오염도 등 환경의 질 부문과 오염물질 배출량을 나타내는 환경부하 부문에서 모두 최하위 수준으로 나타났다. 이와 같이 우리나라 환경지속성지수가 세계 최하위인 것은 단순히 국토와 인구의 본질적 제약만이 아니라, 경제규모 및 발전 등과 부합하여 환경문제 해결을 위한 정부 대응정책의 미비와 환경개선을 위한 시민(주민)의 자발적 참여의식 및 노력의 부족과 연계되어 있는 것이다.
따라서 지역의 장기적인 환경관리계획 수립을 위해서는 무엇보다도 현 시점에서 지역전체의 환경현황을 종합적으로 판단할 수 있는 자료와 이를 토대로 지역주민의 지역 환경개선을 위한 참여지표의 개발이 시급한 상황이다. 즉 친환경적 지역 조성을 위해 절수, 절전, 음식물 쓰레기의 위생적 처리 및 줄이기, 폐기물의 재활용, 그리고 수질･대기･토양오염 분야 등에 대한 환경개선 차원에서의 주민참여 지표를 개발․선정이 필요한 것이다. 이를 위해 본 연구는 우리나라 81개 시(市) 지역을 대상으로 환경오염 실태를 실증적으로 조사･분석하였다. 또한 본 연구는 환경오염 실태조사 결과에 따른 주민참여 지표가 과연 지역 환경개선효과에 어떠한 영향력을 가질 수 있을 것인가, 지역주민이 쉽게 환경친화적 행동으로 접근･적응할 수 있는 방안은 무엇인가, 그리고 거버넌스 시각 하에서 환경정책네트워크의 형성 방안 등에 대하여 연구하는 것이 목적이라 할 수 있다.
지속가능발전의 시각에서 환경문제를 연구해 본 결과, 환경적 관심과 경제적 관심 사이에는 균형적인 갈등이 존재하고 있음을 확인할 수 있다. 전반적인 환경문제에 대해서 주민들은 비관적으로 인식하고 있다. 특히 환경문제 해결과 개선 부분에서 정부의 역할과 정책의 타당성에 대한 신뢰가 크지 못하다는 문제가 나타났다. 따라서 지역 환경개선을 위해서는 주민과 시민단체에 대한 홍보 강화와 지역주민들의 참여가 효과적인 것으로 확인되었다. 이들 참여를 증진시키기 위해서는 무엇보다도 거버넌스 시각에서의 환경개선 정책 네트워크 형성 및 네트워크의 내실화가 중요하다 할 것이다.

다국어 초록 (Multilingual Abstract)

According to the World' Economy Forum's (WEF) report (2002), Korea ranks 136th among the 142 nations in Environmental Sustainability Index (ESI). This legitimate report well indicates the serious conditions of Korea's environmental problems. The detailed results of environmental assesment show that Korea ranks bottom in both the environmental qualities such as air and water pollution, and the environmental load of wastes. The poor performance of Korea in environmental sustainability lies not so much in the geographical overcrowdedness as in the government's incapability to respond effectively, and the lack of citizen's consciousness and participation.
The prerequisites to the effective long-term planning of environmental management include the development of national data base and citizen-developed indicators. The citizen-initiated indicators consist of a wide range of environmental concerns such as water and power conservation, food waste reduction and management, recycling of solid wastes, the qualities of water, and air and soil.
With the above background in mind, this study aimed to examine and analyze the environmental conditions of coast-to-coast 81 municipal cities. The objectives of this study focus on how citizen-developed sustainability indicators will have impacts on environmental improvement of community and regions, how citizens will demonstrate pro-environmental behaviors, and how policy networks for environmental preservation will be developed.
This study found that balancing conflicts between environmental preservation and economic development were present in these particular research settings. Citizen's overall attitudes toward environmental issues were not positive. In particular, citizen's trust in government's roles and policy validity was not strong. The effective tools for region's environmental improvement include public relations and education, and citizen's participation. In addition, development of environmental policy networks are considered as an effective governance tool for citizen's participation.
