본 연구의 목적은 극명한 대조를 보이는 것으로 알려진 근대 영국과 프랑스의 재정·신용 제도를 비교 분석하는 것이다. 양국의 재정 문제에 관한 연구는 역사 발전 방향을 예단한 상태에서 이루어졌다. 즉 영국의 예를 이상화하면서, 그렇지 못했던 프랑스 구체제의 재정적 모순을 강조하는 것이다. 이것은 영국의 재정제도를 발전 선상의 가장 앞쪽에 배치하고, 다른 나라들의 모범으로 상정하는 것에 불과하다. 그러나 근대국가의 재정 연구는 다양한 국가들이 각자의 체제가 갖는 실정과 한계에 맞는 독자적인 재정제도를 발전시켜왔음을 전제로 해야 한다. 두 나라의 재정제도를 비교 분석한 결과 다음과 같은 결론에 이르렀다.
첫째, 두 국가의 재정구조는 부패와 부조리를 청산하지 못하고 있다는 점에서 많은 공통점을 가지고 있었다. 사적 이해관계에 의해 지배되는 부패한 프랑스의 재정구조와 공공성을 확보함으로써 재정 효율성을 재고한 영국의 재정구조라는 이분법은 역사적으로 그릇된 편견에 근거한 것일 뿐이다.
둘째, 영국 재정혁명의 핵심 기술은 영구공채였다. 프랑스에서 주로 발행되던 종신공채에 비해 적은 액수로도 막대한 액수의 국채를 동원할 수 있었다는 점에서 영구공채는 재정군사국가를 가능하게 만든 원동력이었다.
셋째, 영국이 이처럼 저비용의 효율적인 재정 제도를 갖출 수 있었던 원인은 무엇인가 두 나라의 차이는 의회의 유무에서만 나오는 것은 아니었다. 영국의 군사작전은 당시 유럽 최강국들의 전쟁규모에 비해 크게 제한되어 있었다. 전투는 매우 드물었고, 전쟁 비용은 프랑스에 비해 크게 낮았다. 따라서 국왕의 국정 장악력을 현저히 떨어뜨리는 관직, 특권, 작위 매매의 관행은 영국에서 결코 광범위하게 진행되지 않았다. 반면, 영국은 피할 수 있었던 재정적 압박을 프랑스 같은 당대의 주요 참전국들은 약 200여 년 동안 지속적으로 직면해야 했던 것이다. 근대 내내 주변 국가들과의 전쟁에 휘말렸던 프랑스에서 조세 수입은 늘 부족했고 정부 재정은 대개 적자였다. 따라서 왕실은 이를 만회하기 위해 왕령지를 매각하고, 정화의 귀금속 함량을 조정하고, 관직을 매각했으며, 대상인들에게 고율의 이자를 약속하며 부족분을 차입해야 했다. 바로 이러한 굴레가 프랑스 재정의 공공화를 방해하는 걸림돌이 되었다.

England and France provide a striking contrast in hundred years between 1689 and 1789. At the outset of their rivalry, England was the weaker state according to traditional indicators of power such as population and size of the economy. However, with the exception of the American Independence War, France lost every major war in this period. England's financial power played a major role in this surprising outcome. Historians called this achievement of England as "the financial revolution". Our research aims to analyse this phenomenon, examining the quantitative studies over the tax revenus and sovereign borrowing of the two nations and comparing their different financial policies. A comparison with France serves to highlight the peculiarities of England and to find out the conditions of "the financial revolution" as follows:
First, the notorious private interest prevailed tenaciously over the finance of these two nations. In spite of the abolishment of the tax farming and the centralization of the taxation, the british tax administration was far from the public finance.
Second, in contrast to France which relied more and more on a variety of short-term and life-contingent borrowings, in England, the funded debt(almost exclusively perpetual rents) held a fairly 85% share of the government debt. So England didn't need to redeem any of its debt, and the rate of interest could be lower on borrowing.
Third, the different paths of the two states resulted not only from the presence of the parliament but also from the war. England saved from the continental wars didn't suffer from the financial pressure that ruined the royal treasury of France and forced her to sell the offices. Thus, France couldn't liquidate financiers who took the reins of government through the venality, while England pursued the tax reforms abolishing the tax farming and establishing the control of the tax revenue.
