이 연구는 지난 2000년 이후 우리나라 노동연계복지프로그램인 자활사업이 빈곤문제에 대응하는 새로운 사회복지실천의 영역으로서 사회복지사의 관여가 주요하게 이루어지고 있는 것에 주목하였다. 연구의 목적은 노동연계복지 프로그램에서 발전하고 있는 사회복지사의 전문 직업성이 무엇인지를 탐색하고 새로운 전문화의 과제를 얻고자 시도하는 데 있다. 본 연구는 포커스 그룹 기법을 통해 사회복지사의 전문직업성에 대한 과정모델과 “발전하고 있는 전문직”의 관점에서 자활사업을 실행한 사회복지사의 실천경험을 제시하도록 설명함으로써 자신들의 업무에 대한 전문 직업성을 구체적으로 어떻게 정립시키고 있는지를 탐색하였다. 즉 자활사업에서 발전하고 있는 사회복지사의 전문직업성은 무엇인가?가 초점적 질문이었다. 연구대상자로부터 얻은 질적 자료를 분석한 결과 자활사업에 대응하기 위해 발전하고 있는 사회복지사의 전문 직업성은 ‘사회복지사 정체성’이 지배적인 전문적 정체성의 유형인 것으로 드러났다. 그리고 자활사업에서 발전한 사회복지사 정체성을 특징화하는 주요 개념들을 도출할 수 있었다. 그리고 자활사업에 대응하는 과정에서 뚜렷하게 발전된 사회복지 정체성을 기초로 두 개의 전략적 접근이 주요하게 발견되었다. 그것은 ‘참여자들의 임파워먼트를 위한 과정전략’, 그리고 ‘참여자를 대신하는 광범위한 옹호전략’이었다. 본 연구결과를 기초로 근로빈곤층에 대한 발전하고 있는 전문직으로서 사회복지사의 전문 직업성을 정립하기 위한 실천적, 정책적 함의와 제언을 제시하였다.

Using focus group interviews and based on the perspectives of developing profession, this study aims to examine how to develop the professional identities of social worker in Jahwal program which is the welfare-to-work program in South Korea. We find that most respondents are qualified ashaving social work identity. Analysis of focus group interviews suggest: (1) although the constraints of payed worker made by local government,, developing the social work professional identities in implementing their jobs is important because of vulnerabilities of their cilents, (2) two coping strategic approaches are useful- process strategies empowerment for recipients on the one hand, and coprehencive advocacy strategies the other. We conclude with the discussion on the alternative role of social workers for contributing to the transition from recipients to payed worker.
