자민당의 정책변경과 중앙-지방조직의 변화

국문 초록 (Abstract)

이 연구의 목적은 2000년대 이후 자민당의 정책변경에서 중앙-지방조직의 상호작용이 어떠한 영향을 미쳤는가를 분석하는 것이다. 만약 자민당 정부가 지방의 이해관계에 상반되는 정책변경을 추진했을 때, 지방의 요구는 정책에 반영되었는가. 그리고 요구가 반영되었다면 어떻게 반영되었으며, 반영되지 못했다면 그 이유는 무엇인가를 밝히고자 하였다. 구체적으로는 자민당의 정책변경과 조직운용과의 상관을 보여주는 대표적인 사례로써 지방분권화 개혁 하의 재정이전 문제와 TPP 체결 과정에서 나타나는 농업부문 처리에 주목하여 정부와 당 중앙, 그리고 지방조직 간의 상호작용을 살펴보았다.
재정이전 문제와 TPP 체결과정에서의 농업 문제는 자민당의 정책결정 방식과 조직운용의 구조적 변화를 상징하는 대표적인 사례이다. 장기집권기 하에서 자민당은 중앙집권적 재원배분을 통해서 지역 간 격차를 시정해왔다. 그러나 2000년대 이후 삼위일체 개혁 등을 통해 지방분권화를 가속화시키면서 지방의 재정자립을 구축하였다. 이 과정에서 중앙집권적 재원배분을 통한 지방조직과의 연계는 큰 타격을 받지 않을 수 없다.
한편, 1990년대 이후 수상관저를 중심으로 한 중앙집권적 정책결정을 강하게 의식하는 가운데, 자민당은 분권적 조직구도를 중심으로 지방에서 표출하는 다양한 이익을 개별적·병렬적으로 해소하는 방식으로 중앙-지방조직을 유지하기 힘들게 되었다. 이러한 일련의 정치과정의 변화를 단적으로 보여주고 있는 것이 바로 TPP 문제이다. 교섭 및 체결에 이르는 과정에서 경기활성화를 추진하는 중앙정부와 농촌지역의 이해관계가 첨예하게 대립했음은 잘 알려져 있다. 이는 정부가 더 이상 비경쟁부문의 개별적 이익을 포괄할 수 없게 되었음을 명확히 보여주는 사례이다.
결과적으로 두 가지 개혁 사례는 다른 결과를 낳았다. 우선, 재원이전 사례에서는 지방조직이 자민당 중앙에 압력을 가한 결과, 당 중앙이 지방의 요구를 대변하는 구조가 확인되었다. 반면, TPP체결과 농업 문제에서 지방조직의 압력은 교섭 초기에 한정되었으며, 당 중앙이 정부의 방침을 대변하는 구조가 확인되었다. 지방분권화과 중앙집권화 과정을 거치는 가운데 당 중앙-지방조직 간 연계가 변화하면서, 당 중앙 정치가의 인식과 행동이 변화하였기 때문이다. 지방분권화 개혁과정을 통해서 지방조직의 자율성은 강화된 반면, 당 중앙과의 연대도 약화되었다. 한편, 중앙집권적 정책결정이 심화되는 가운데 당 중앙의 정치가들은 종래의 행동 양식에서 벗어나 다수의 일반유권자를 의식하는 중앙정부를 대변하는 역할을 강화하게 되었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the effects of Central-local relations in the LDP’s policy changes after the 2000s. When the LDP government have promoted policies that are contrary to local interests, local demands has been reflected in the policy shifts? This study explored how local interests represented, and why local demands representation untested in LDP’s policy making process.
Through the fiscal transfer reform known as the ‘Trinity Reform’, and agricultural issues related to domestic process of Trans-Pacific Strategic Economic Partnership(TPP) negotiations, this study observed strategic interactions among the LDP government, central-local politicians. Both cases are typical to understand the correlations between policy shifts and central-local relations.
Each case led different results. The central party represented the local interests in fiscal transfer reform process. In the contrast, local demands limited early in the TPP negotiations, therefore the central party represented the LDP government’s political positions.
