Public problems which cannot be solved by existing solution are gradually increased. They inquire creativity to civil servants and government intends to supplement them through the various systems. But, it's insufficient to discuss if current public problems are creatively solved and what the creativity is. For that, Q methodology was utilized so as to investigate factors which make an effect on production and policies of creative ideas and analyze internal awareness for central/local civil servants, professors of the relative fields, researchers, etc. Through the results of analysis, 4 factor groups were drawn. If examining characteristics of factor groups, factor group 1 and factor group 2, 3 recognized individual attitude, characteristics, etc. so as to solve problems creatively and especially, factor group 2 organized by professors and researchers showed an awareness that individual creativity is the most important. Relatively, factor group 4 focused on improvements of systems. But, factor group 3 recognized that volunteer motivation and various experiences are inquired to individuals, but it's necessary to systemize and operate them, so they showed differences on speaking point of creativity.
