김정은 시대 북한의 체제전환: Sujian Guo의 '엘리트 정책선택'을 중심으로

국문 초록 (Abstract)

북한은 이미 점진전이던, 급진적이던 그 방식과 관계없이 체제전환의 길로 들어섰다. 이러한 체제전환은 엘리트의 정책 선택에 따라 결정된다. 북한의 체제전환은 크게 두 가지 방식으로 일어날 수 있다. 첫째, 점진적 전환이다. 수령시스템과 조선노동당의 통치가 유지되는 가운데 인민경제 향상을 위해 시장경제가 도입되는 경우이다. 둘째, 급진적 방식은 엘리트 집단 내의 권력 투쟁으로 예상치 못한 결과에 따라 정치적 갑작스러운 정치 변화를 수반한다. 북한은 어떤 길을 따를 것인가? 김정은 시대 북한 엘리트의 정책선택은 이 모든 것을 결정하는 가장 중요한 변수다.

다국어 초록 (Multilingual Abstract)

North Korea has already entered onto the path of transition regardless of whether this will be gradual or radical. And these patterns of transition will be determined by the elite’s choice. The transition of a system in North Korea can happen either of two ways. First, gradual transition will both maintain the Suryong system for the communist power and accept the market economy for the wellbeing of the people. Second, radical transition is to be accompanied by sudden political change, which may motivate unexpected results perhaps leading to conflict between the competitive elite groups before Kim Jong Un has time to solidify his hold on the leadership. Which path will North Korea follow? Everything will depend on the competition of the two groups (party elite and military elite) in the era of the new leader Kim Jong Un.
