산업집적지의 진화 구조에 대한 트리플힐릭스 체계 분석

국문 초록 (Abstract)

본 연구는 산업집적지의 진화 역동성을 분석하기 위해서는 외적 영향 변수뿐만 아니라 산업집적지를 구성하는 핵심 주체들 간의 역동적인 상호작용 관계 특성을 고찰하는 것 또한 중요하다는 판단 하에, 산업집적지의 진화 구조를 트리플힐릭스 접근방법을 통해 분석하고자 하였다.
이를 위해 본 연구에서는 ①집적지의 형성 및 발전과정에 있어 ‘정부의 역할’ 변화, ②‘기업의 역할’ 변화, 즉 기업들의 혁신 수행능력, 기업 활동의 국지적 뿌리내림 과정 그리고 산-학-관 네트워크의 형성 및 변화가 집적지의 트리플힐릭스 체계의 변화에 어떻게 영향을 미치는지, ③‘대학의 역할’ 변화, 즉 산업집적지의 진화과정에서 대학이 지역 산업과 어떠한 상호작용 관계를 맺고 역할 변화를 도모하는지, 그리고 ④집적지의 트리플힐릭스를 구성하는 산-학-관 주체들이 어떻게 제도적 고립상태와 경로의존성을 탈피하면서 상호작용적 트리플힐릭스 체계를 형성해 가는지의 과정을 파악하고자 하였다.
본 연구의 주요 내용은 다음과 같다. 첫째, 산업집적지의 진화 과정에서 나타나는 산-학-관 주체들의 형성 및 제도적 집약(institutional thickness) 특성은 어떠한가? 둘째, 상이한 제도적 조건을 가진 산업집적지들이 진화하는 과정에서 트리플힐릭스 구성 주체 각각의 역할은 어떻게 변화되고 있으며, 그 과정에서 나타나는 주체들 간의 상호작용이 진화에 미치는 영향(경로의존적 진화 혹은 경로파괴적 진화)은 무엇인가? 셋째, 산업집적지의 트리플힐릭스 체계 형성과정에서 트리플힐릭스 공간(합의공간, 지식공간, 혁신공간)의 형성 및 변화는 어떠한 특성을 가지고 나타나는가? 넷째, 트리플힐릭스 제도적 조건과 발전과정이 상이한 4개의 산업집적지들 간에는 산-학-관의 트리플힐릭스 체계가 어떠한 형태로 변환되면서 진화과정에서 차이점을 나타내는가? 다섯째, 위의 4가지 연구문제에서 도출된 연구결과는 산업집적지에 대한 진화경제지리학적 연구의 이론적 논의의 심화 측면에서 어떠한 의미를 얻을 수 있으며, 한국의 산업집적지의 경로파괴적 진화를 위해 어떠한 정책적 함의를 얻을 수 있는가?
이러한 문제의식을 토대로 본 연구는 미국, 일본, 영국, 한국의 주요 산업집적지들을 대상으로 사례연구를 수행하였고, 연구결과는 다음과 같다. 미국의 RTP는 정책주도형으로 조성되었으나 진화과정에서 정부의 역할은 축소된 반면, 대학과 기업의 역할은 증가하면서 트리플힐릭스 3주체가 복합적으로 상호작용하는 트리플힐릭스 공간을 형성함으로써, 이른바 규범적 트리플힐릭스 모형으로 진화하는 특징을 보이고 있다. 반면에, 영국의 케임브리지 클러스터는 (지방)정부의 정책은 상대적으로 영향력이 적

This study aims to analyze the evolutionary structure of industrial clusters through the triple helix approach judging that it is important to consider the characteristics of dynamic interactions among the key actors constituting industrial clusters as well as external influence variable to analyze the evolutionary dynamics of industrial clusters.
In this study, we tried to understand the process of ① changes in the role of government in the formation and development of cluster, ② changes in the role of industry; how firms’ innovation capabilities, the process of local embeddedness of business activities, and the formation and change of industry-university-government network affect the change of triple helix system of the cluster, ③ changes in the role of university; how universities interact with local industries and change their roles in the evolution of industrial clusters, and ④ how industry-university-government actors constituting the triple helix of cluster form an interactive triple helix system, escaping institutional isolation and path dependence.
