전북지역노동시장의 구조와 특징에 대한 연구(보고서)

Each regional labor market has its own characteristics which are different from the aggregate labor market. It is necessary for a regional labor market to be applied its own labor market policies. But we are not familiar with the concept of regional labor market. This study aims to compare the aggregate labor market and Chonbuk regional labor market. Looking at the aggregate labor market data and Conbuk labor market, we compare population structure and its change, employment structure- industry and employment status -, labor union and relation, wage and labor productivity. To examine the efficiency of job search and worker-recruiting, we estimate job matching function using vacancy and unemployment data. The results of this study tell us that Chonbuk regional labor market is different from the national aggregate labor market and that we need region-specific policies. Based on the results, we suggest some active regional labor market policies.

국문 초록 (Abstract)

지역노동시장의 특징을 이해하고 그 특징에 맞는 노동정책을 수립·집행하는 것이 필요함에도 불구하고 아직까지 지역노동시장이라는 개념에 익숙하지 않다. 본 연구는 전북지역노동시장이 전국노동시장과 비교하여 어떠한 차이가 있는지를 분석하여 그 특징과 구조를 이해하고자 한다. 분석대상 및 방법은 우선적으로 시계열자료를 이용하여 전국노동시장과 전북지역노동시장의 구조가 어떻게 다른 지를 비교분석한다. 필요한 경우에 횡단면 자료를 보완적으로 사용한다. 구체적으로 인구의 구조 및 변화, 고용구조의 특징-산업별 및 종사상 지위별-을 비교하고, 노조와 노사관계의 특징, 임금과 노동생산성상의 특징을 비교한다. 또한 노동시장의 구인 및 구직의 인력 수급과정의 효율성을 비교해보기 위하여 일자리 결합함수를 추정한다. 분석결과는 전북지역노동시장은 전국노동시장과는 매우 다른 특징을 갖고 있음을 확인할 수 있었다. 분석결과를 바탕으로 지역노동시장에 필요한 노동시장정책을 제안하고자 한다.
