NGO를 통한 대안사회 모색: 능동사회의 이론

국문 초록 (Abstract)

<연구 1> 타자윤리의 실천수단으로서의 시민사회적 공공성: 자아의 존재 근거로서 타자의 의미를 살펴보고 이에 의해 발생하는 타자 윤리를 정의한 다음, 이를 실질적으로 실천하는 수단으로서 시민사회적 공공성을 분류하고 이 공공성에 의해 타자윤리를 실천하는 결사체의 활동방식을 분석하였다. 시민사회의 각종 결사체는 각각 다른 방식으로 타자윤리를 실천하였는데, 공익적 목적을 가지고 언어뿐만 아니라, 행위를 통해 이타주의를 실천하는 결사체의 역할이 중요하였다.

<연구 2> 능동사회의 구축과 시민사회의 재구성: 새로운 사회상을 선취하고 이를 실현하고자 하는 유토피아 정신에 기초하여, 하나의 대안사회로서 능동사회를 구축하기 위한 시민사회의 이점과 한계를 살펴보고, 시민사회에 내재된 한계를 극복하기 위한 NGO의 역할을 고찰하였다. 시민사회는 다양한 자발적 결사체가 자율과 참여와 연대의 정신에 입각하여 다층적 공론장이 형성되고 각종 공공서비스를 직접 생산하면서 조직적으로 유연하고 외부변화에 능동적으로 대응하지만, NGO의 개입을 통해 자율성 · 공공성 · 개방성 · 신축성 · 민주성 · 연대성 · 국제성 등을 강화하는 것이 필요하다.

<연구 3> 시민운동 위기론의 실제와 허구: 언론에 보도된 한국 시민운동 위기론이 실제로 무엇을 담고 있고 그 안에 어떤 허구가 내장되어 있는가를 분석한 후, 그 허구적 담론에 내포되어 있는 의도를 고찰하였다. 연구 결과 절반 정도만이 시민운동 위기와 실질적으로 관련이 있고, 그 중의 일부는 시민운동의 위기와 관련하여 중요한 내용을 담고 있지만, 다수는 정확하게 위기를 보도하고 있지 않거나 위기라고 할 수 있는 수준이 아니었다. 언론이 이렇게 시민운동의 위기에 대해 과장되게 보도하는 것에 대해서는 현대사회의 전형적인 대중을 상대로 하여 본질적으로 상업적 성격을 갖는 언론 고유의 특성이 연계되어 있음을 지적하였다.

<Research 1> The Publicness of Civil Society As a Practical Means of Ethics for the Other: This paper aims at addressing the publicness of civil society as a practical means of ethics for the other. Here, I put the other as a being basis of the self, defined the altruistic responsibility and publicness, classified the publicness of civil society, and analyzed the activism of voluntary organizations practicing the altruism. Each territory of the civil society publicness practices different kinds of altruism through different methods by the diverse voluntary organizations acting in the civil society. Civic organizations are especially important in the civil society publicness as a means practicing altruism because it maintains a high level of publicness and practices behavioral altruism.

<Research 2> Building Active Society and Restructuring Civil Society: This paper is aimed to address the roles of civil society to build an active society. Especially, I researched on the meaning of nongovernmental organizations(NGOs) to restructure civil society which is disrupted and privatized if we look at it in other perspective. Civil society can contribute to build the active society because of its values suech autonomy, participation, solidarity and so on. However, for restoring the values of civil society, it needs to refresh conservation of critical potentiality, flexibility of organizational structure, enrichment of publicness, performance of civic education by NGOs.

<Research 3> The Truth and Falsehood of the Crisis Discourse of Civic Activism: This study examines the truth and falsehood of the crisis discourse of civic activism in Korea and addresses the real intent of the false discourse of civic activism. The result of analysis shows that only 52% of the articles are related directly or indirectly to civic activism crisis and much more, most of them did not reach the level of crisis. The reason why the newspaper reports exaggeratedly civic activism crisis is supposed that the newspaper, in substance with the character of commerce, does business making a companion of the masses who are infatuated to sensual pleasures.
