Study on Priority Order in North Korean Human Rights Policy Based on FGI and AHP Analysis Methods
The purpose of this study is to clarify each state’s human rights policy for North Korea, prioritize policy options for North Korean human rights and provide meaningful lessons for devising and executing North Korean human rights policy. This study uses FGI (focus group interview) and AHP (analytic hierarchy process) based on prior studies on North Korean human rights policy and recommends priority in the policy. This study, in order to figure out the priority of North Korean human rights policy, which is the final destination of the AHP, presents five policy areas (human rights capacity, human rights institution, human rights diplomacy, human rights dialogue and human rights protection) in the first stage and twenty sub-areas in the second stage. The AHP survey was taken from mid-March 2015 to early April 2015, among thirty two experts including North Korean human rights professionals, government officials and NGO employees by email and paper.
