인터넷 지역사회정보망을 통한 지역정보화 촉진방안 - '춘천시 넷' 사례 연구 -

국문 초록 (Abstract)

이 연구의 목적은 춘천시의 인터넷 지역사회정보망인 ‘춘천시 넷’을 중심으로 지역정보화의 촉진 방안들을 찾아보는데 있다. 이를 위해 춘천시 넷의 세부 메뉴와 춘천시의 발간물 등과 같은 객관적 자료들을 주로 검토하였고, 부분적으로는 춘천시 정보통신담당자, 시의원 등과의 심층면접조사를 통한 주관적 자료들도 확보하여 분석하였다.
이 연구에서 밝혀진 춘천시 넷을 통한 지역정보화의 주요 촉진방안은 다음과 같다. 첫째, 춘천시 넷의 운영을 비롯한 지역정보화정책 전반의 체계적인 입안과 효율적 추진을 위해서는 춘천시의 지역정보화 추진조직인 정보통신과와 지역정보화촉진협의회 자체에 대한 구조적 개편이 선행돼야 한다. 둘째, 춘천시는 정보화교육에 대한 인식전환에 기초해 교육구상과 체계를 재정비하고 정보화교육에 춘천시 넷을 적극 활용할 수 있도록 해야 한다. 특히 춘천시는 시장을 비롯한 고위직 공무원들과 춘천시의원들에 대한 정보화교육을 강화하여 이들의 정보화마인드를 제고함으로써 춘천시 넷을 매개로 시민들과의 쌍방향 의사소통이 원활하게 이뤄질 수 있는 여건을 마련하는데 큰 관심을 기울여야 한다. 셋째, 춘천시는 춘천시 넷을 통해 어떤 정보를 어떤 방식으로 제공해야 할 것인가에 대한 명확한 관점을 정립하고 그에 입각해 현재 가동중인 춘천시 넷의 구성메뉴와 운영체계를 대대적으로 혁신할 필요가 있다. 즉, 춘천시 넷은 지역 내외의 모든 정보를 제공하겠다는 인식에서 벗어나 공공정보 중에서도 춘천시의 행정자료와 정보 등과 같은 특성화된 정보의 최대공급자로서의 역할을 수행하는 데 주력하면서 지역 내외의 유용한 공공정보 웹사이트들을 매개하는 간접적인 공공정보제공자로서의 역할을 수행해야 한다는 관점이 확립돼야 한다. 그리고 이에 입각해 공공정보들을 제공하되 춘천시 넷을 매개로 시민들의 여론을 확인하고 이를 시정에 적극 반영할 수 있도록 춘천시 넷의 구성메뉴와 운영체계를 재편해야 한다.

The main purpose of this study is to explore the promotion strategies of regional informatization with special reference to the ‘Chunchon City Net’, internet community network of chunchon city. The objective data such as menu of Chunchon City Net, materials produced by chunchon city are primarily examined and subjective data through depth interview with an official at information and communicaton department in chunchon city, an city assemblyman are partly analyized in the paper.
The major strategies to promote regional informatization through Chunchon City Net are the following. First, The structural reorganization of ‘information and communicaton department’ and ‘regional informatization promotion council’ should be preceded to plan out and execute the regional informatization policy systematically. Second, the education system and program of chunchon city should be retouched to be able to make full use of Chunchon City Net. In especial intensive informatization education for high-level officials including mayor and city assemblymen should be conducted in order to advance their information mind and to effectively communicate with citizens in an interactive way through the Chunchon City Net. Third, the chunchon city is in need of clear standpoint on contents and transmission-method of information in Chunchon City Net. The menu and operation system of Chunchon City Net must be fundamentally changed according to re-established viewpoint on it. The Chunchon City Net should fill the role of the major provider of an characteristic information concerned with administrative data and informations made in chunchon city instead of total information center. In addition to this, Chunchon City Net should play an important role in providing useful public web-sites indirectly. These two methods are a kind of guideline for providing public informations of the Chunchon City Net. The menu and operation system of it have to be reorganized to be able to identify citizen's public opinion through the Chunchon City Net and to reflect that in a municipal government.
