여성인적자원개발을 위한 지역네트워크 활성화 방안 = The Study on Ways to Activate Regional Human Resource Development Network for Women : Based on the Case Study of ChungBuk

국문 초록 (Abstract)

본 연구는 우리나라 경력단절여성 인적자원개발 네트워크의 한 사례로 여성희망일터지원단을 선정하고 이중 비교적 활성화되었던 충북 여성희망일터지원단을 사례 분석하여 여성인적자원개발 지역네트워크를 활성화시킬 수 있는 방안을 모색하였다. 연구결과 여성희망일터지원단은 주도적으로 이끌어갈 운영주체의 불명확함속에서 관련기관들 간의 역할 부재, 소극적인 참여, 행ㆍ재정적 기반 미흡, 참여구성원들 간의 신뢰성 부족 등 운영체제상, 교류의 측면에서 문제점을 안고 있었다. 이에 반해 충북여성희망일터지원단은 민ㆍ관이 공동으로 책임을 지고 운영예산을 중앙정부와 지방정부가 책임지는 민ㆍ관협력 운영체제를 갖고 있었다. 이러한 운영체제의 특성은 구성원들 간의 축적된 경험을 기반으로 연대, 신뢰, 규범 형성을 가능하게 만들었고 사업을 중심으로 한 교류확대로 네트워크 내부에서뿐만 아니라 외부조직과의 연계를 가능하게 했다. 따라서 여성인적자원개발 지역네트워크를 활성화시키기 위한 방안으로 지역에 대한 현황분석을 기반으로 관련 구성원들의 역할을 명료화하는 동시에 행ㆍ재정적 여건 마련을 위해 외부 네트워크와 연계되는 운영체제를 기반으로 사업 중심의 교류가 활성화되는 민ㆍ관협력 방식의 로컬 거버넌스가 모색될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The study is to explore the examples of regional human resource development network for women and methods to activate it. For these objects, this study considered preceding studies related to human resource development network for women, investigated questionnaire and interviewed experts who attended in the organization which had been made for human resource development for women in the region. The analysis is that it had a lot of problems such as absence of operation agent, indefinite role of participant and expertise shortage because of appointment on a post attached, few meeting, and lack of cohesive power among participants. But the case of ChungBuk was different from the others. It had an unique operating system, interchangeable external agent and structure as well as participants. It had a voting right and the role of participants was distinct. Also solidarity, trust and norm among participants were strong and it was likely to do many kinds of works for human resource development for women in the region. Therefore, network must have not only cohesion among participants but also linkage between external systems.
