대구·경북 지역 국어책임관의 운영 현황과 활성화 방안 연구 = Analysis and Revitalization Strategy Study for Korean Language Officers in the Daegu-Gyeongbuk Region

국문 초록 (Abstract)

이 연구는 대구・경북 지역 국어책임관의 운영 현황을 살피고, 활성화하는 방안을 모색하는 데 목적이 있다. 이를 위해 이 연구에서는 1) 대구・경북 지역 국어책임관과 실무자의 구성 현황과 지자체 조례 제정 현황, 2) 네이버 뉴스 말뭉치와 검색 결과에 나타난 대구・경북 지역의 국어책임관 키워드 뉴스 현황, 3) 대구 지역 국어책임관과 실무자를 대상으로 한 설문 결과를 조사, 분석하였다. 연구 결과는 다음과 같다. 첫째, 대구・경북 지역 국어책임관은 국어기본법을 만족하고 있으나 주요 업무 중 하나인 조례가 제정되지 않은 곳이 여전히 존재한다. 이는 국어책임관을 지정한 기관이 국어책임관 업무의 내용과 중요성을 인식하고 있지 않음을 반영한다. 둘째, 네이버 뉴스 말뭉치와 뉴스 검색 결과, 대구・경북 지역 국어책임관 관련 뉴스는 거의 나타나지 않는 것을 확인할 수 있었다. 이는 대구・경북 지역 국어책임관이 수행해야 하거나 또는 수행하면 좋을 업무들을 거의 수행하고 있지 않은 실태를 반영한다. 셋째, 대구 지역 국어책임관을 대상으로 시행한 설문 결과, 대구 지역 국어책임관들의 국어책임관 업무에 대한 인식도도 낮은 것으로 파악되었다. 이상으로 볼 때, 대구・경북 지역의 국어책임관 제도의 운영상의 문제점은 기관의 국어책임관 업무의 중요성 인식을 전제로, 겸직의 문제를 해결하고, 업무의 주도성과 독립성을 확보하지 않으면 해결되지 않을 것으로 보인다. 겸직을 해결할 수 없다면, 업무의 전문성을 가지는 국어전문관을 확보하는 방안을 의무화할 필요가 있다.

다국어 초록 (Multilingual Abstract)

This study investigates the current state and potential revitalization strategies for language officers in the Daegu and Gyeongbuk regions. It encompasses three key areas: 1) an examination of the composition of language officers and practitioners, alongside local government ordinances in these regions; 2) an analysis of language officer-related news in the Naver news corpus and search results; 3) a survey of language officers and practitioners in Daegu. The findings reveal several insights. Firstly, despite meeting the Basic Act requirements, the absence of specific ordinances in some areas highlights a lack of institutional awareness regarding the role and significance of Korean Language Officers. Secondly, the minimal news coverage on regional language officers in Daegu and Gyeongbuk suggests their limited performance in expected tasks. Thirdly, the survey indicates a low awareness of the Linguistic Officers' roles among their peers in Daegu. The study concludes that resolving operational challenges in these regions requires addressing the issue of dual roles and enhancing the independence and initiative in their work. Where dual roles persist, appointing specialized language experts should be mandated.
