정체 규모(polity size)의 정치적 효과 = Effect of Polity Size on Political Behavior: Lessen from Natural Experiment

국문 초록 (Abstract)

본 연구는 정치단위의 규모(population size)가 정치적 효과에 미치는 영향에 관한 이론적 쟁점과 실증연구를 분석함으로써 시민의 정치적 참여에 적합한 정치단위의 적정규모에 대해 모색하고자 한다. 특히 자연실험 상황을 이용한 실증연구들의 분석을 통해, 규모변화가 시민의 민주적 참여에 미친 인과 효과를 밝히고자 한다. 과거 정치 단위 규모에 관한 실증연구들은 연구모형 상 한계, 데이터의 한계, 선택된 데이터 시계열의 차이 등으로 인해 규모의 인과적 효과를 제대로 밝히지 못했다. 그러나 자연실험 상황은 동일한 정치단위의 인구 변화를 직접적으로 분석할 수 있기 때문에 규모의 효과를 제대로 포착할 수 있다. 이들 연구를 요약하면, 정치 단위 규모를 정당과 선거구 크기로 나누어 살펴보았을 때, 규모의 증가는 시민의 정치 행태에 악영향을 미치는 것으로 나타났다. 규모가 커질수록 투표율이 낮아졌으며, 시민들은 지역 정치에 관한 사항을 잘 알지 못했고, 정부가 자신의 요구를 더 잘 들어줄 것이란 믿음도 낮아졌다. 이러한 결과는 행정의 효율성 측면에서만 접근하였던 행정구역 통합 논의에 대한 신중한 접근이 필요함을 시사한다.

다국어 초록 (Multilingual Abstract)

This paper deals with question on the relations between polity size(population) and democratic political behavior by analyzing political theory issue and reviewing empirical research. What is the optimal polity size for political behavior? Many empirical studies on the effect of polity size are quiet limiting as they have several imperfection such as endogenous research design and difference in time-series data and different context. In particular, by introducing several research implemented under natural experiment situation, we try to identify the causal relation between two concepts. The evidence from these studies suggests that polity size has negative effect on political behavior. Further evidence suggests that this negative effect is the result of a tendency of citizens in small polity have more political efficacy and political trust with their local politics than residents in large units. This results implicate that it requires a more judicious approach to applying the administrative district consolidation which is mainly focused on efficiency value.
