국내체류 디아스포라에 대한 치안정책의 나아갈 방향 = Directions to Police Policy on Diasporas Living in Korea- Centering on Joseonjok and Goryoins -

국문 초록 (Abstract)

한인 디아스포라는 한민족과 혈연관계가 성립되면서 해외에 거주하고 있는 동포를 의미한다. 중국의 조선족, CIS의 고려인, 재일한인, 재민한인 및 현재 급증하고 있는 탈북인들도 디아스포라에 해당된다고 볼 수 있다. 이중 조선족은 한중 수교 이후 국내 입국이 늘어나면서 국내치안과 밀접한 연관을 맺게 되었으나 불법체류, 보이스피싱, 오원춘 살인사건 등 강력범죄가 보도 되면서 조선족에 대한 내국인의 인식이 급속하게 나빠지게 되었다. 그러나 조선족은 국가가 이들을 보호하지 못했던 시기에 중국으로 이주하여 민족의 정체성을 잃지 않고 소수민족자치를 달성한 사람들이다. 그럼에도 이들은 국내로의 입국과정에서 사기 등 다양한 범죄의 피해자가 되기도 하고 부당한 처우와 열악한 환경에서 살아가고 있는 경우가 많다. 고려인 또한 비슷한 과정으로 생성되었고 점차 국내 입국이 늘어나고 있는 실정이다. 탈북자의 경우도 국내에서의 적응이 쉽지않은 상황으로 다양한 사회문제가 유발되고 있다. 그러나 우리는 통일을 대비하여 이들을 안전하게 보호하고 사회에 융합시킬 수 있어야 통일 후 사회통합을 달성할 수 있다. 따라서 다양한 디아스포라에 대한 치안 정책은 보호와 인권보장에 중점을 두어야 하며 이를 달성하기 위해 디아스포라 보호전담 지역경찰시스템과 정착지원 시스템이 마련되어져야 한다. 무엇보다도 내국인들의 디아스포라에 대한 인식전환과 디아스포라에 대한 교육체계가자리 잡혀야 될 것이다.

다국어 초록 (Multilingual Abstract)

Korean diaspora means Koreans living abroad keeping up with the blood relationship with Korean nationals. It can be said that ethnic Koreans from China, known as Joseonjok, Goyeoins (Kareisky) of Commonwealth of Independent States (CIS), ethnic Koreans from Japan (Zainichi), ethnic Koreans from the USA and North Korean defectors whose number is currently on an upward trend belong to diaspora. Among them, Joseonjok is closely connected with security in the country as their inflow into the country has greatly increased since the establishment of diplomatic relationship between South Korea and China. As violent crimes regarding Joseonjok such as illegal stay, voice phishing, the Won-Chun Oh murder case are reported, the recognition of Joseonjok has been rapidly getting worse. However, Joseonjok are people who emigrated to China when they weren t protected by their country and didn t lose Korean national identity and established ethnic people s self governance. They, sometimes, became victims of
diverse fraud in the process of moving into the country and were frequently subject to unfair treatments and victims of crimes. Goryeoins, also, was formed with a similar background to Joseonjok and the case of entering into the country
is on a rising trend. In case of North Korean defectors, they are causing diverse social problems under the situation where they suffer from adapting to the Korean society. Social integration after unification can be achieved only when we can protect Korean diasporas safely in preparation for unification and adapt them to the Korean society. Therefore, police policy for diverse Korean diasporas should focus on protecting and guaranteeing their human rights, for which a local police system exclusive for protecting diasporas as well as a system for supporting their settlement in the country must be established. Above all, the change of recognition on diaspora and an educational system for them ought to be achieved.
