아시아의 양자주의 무역질서와 한국의 다자화 전략 = Korea and Multilateralizing the Bilateral Trade Governance in the Asia Pacific

국문 초록 (Abstract)

아시아의 국제무역은 점차 중첩적인 쌍무적 FTA(자유무역협정)에 의해 규율되고 있다. FTA의 밀도가 전반적으로 증가하는 가운데 중국과 아세안 중심의 네트워크를 향해 미국의 네트워크가 진입해오는 구도다. 한국은 중국과 미국을 중심으로 한 FTA 네트워크 간의 경쟁의 틈바구니에 놓여 있다. 중국은 아세안을 중심으로 공세적인 FTA 전략을 바탕으로 지역적인 영향권을 구축하려고 해왔다. 미국은 그동안 아시아 FTA 정치에서 방관자적인 입장을 취했으나 오바마 행정부 들어 TPP(환태평양파트너십)를 매개로 적극적인 대 아시아 간여정책으로 선회했다. 이러한 아시아의 양자적인 FTA 게임에서 한국의 대책은 FTA 만능론과 망국론을 모두 지양해야 한다. 대신, 대외적으로는 양자 FTA를 다자주의 레짐으로 발전시키는 양자적 다자주의 접근법을 견지하는 동시에, 대내적으로 자유무역의 이익이 국민 대다수에 의해서 공유되도록 국내 경제 거버넌스를 개선하는데 초점을 맞출 필요가 있다.

다국어 초록 (Multilingual Abstract)

International trade in Asia has increasingly been governed by overlapping bilateral free trade agreements(FTAs). As the web of FTAs becomes denser, the China-dominated network of FTAs is penetrated by the U.S counterpart. Korea is sandwiched in the FTA competition of the two giants. China has sought to establish a sphere of influence with assertive FTA policies toward ASEAN countries. While seemingly standing aloof from the regional politics of FTAs, the U.S under the Obama administration turned to a more active engagement with Asia with focus on the TPP(Trans-Pacific Partnership). In this rampant FTA competition, the Korean government needs to make efforts to multilateralize the bilateral trade agreements, and internally to reform the domestic economic governance so that the benefits of free trade can be shared by most Korean people.
