한국과 일본 지방자치단체의 젠더주류화 실효성: 부산광역시 「양성평등종합계획」과 오사카시 「남녀공동참획기본계획」의 비교 = Effectiveness of Gender Mainstreaming in Local Governments of South Korea and Japan

This study compares and analyzes the gender mainstreaming policies of Busan Metropolitan City and Osaka City to examine how these policies are implemented at the local government level and assess their effectiveness. To achieve this, the study focuses on Busan's "Gender Equality Comprehensive Plan (2020-2024)" and Osaka's "Basic Plan for Gender Equality (2021-2025)" to analyze the policy implementation methods and outcomes in both cities. While both cities followed the gender mainstreaming initiatives of their respective central governments and set similar objectives, their policy execution strategies differed. Busan emphasized a more explicit institutional approach to promote gender equality, whereas Osaka focused on expanding awareness of gender equality through education and public consciousness-raising. Both cities exhibited limitations in promoting gender mainstreaming, particularly lacking region-specific that reflect regional characteristics. This study emphasizes the need for local governments to develop and implement independent gender mainstreaming models tailored to their unique characteristics and needs, beyond simply accepting the directives of central governments. Additionally, the study highlights the necessity of mainstreaming gender perspectives across all policy areas.
