과소 시·군 지방행정체제 개편을 위한 준자치단체로서의 행정군 모형 = The Administrative County Model as a Quasi-Autonomous Local Entity for the Reorganization of the Underpopulated City-County Administrative System

다국어 초록 (Multilingual Abstract)

The severe population decline due to factors such as low birth rates and aging is forecasting a large-scale overhaul of the current local administrative system. This issue is particularly critical in underpopulated cities and counties, primarily in rural, agricultural, and fishing areas under provincial jurisdictions, where the future sustainability of these regions is uncertain. In response, discussions on the use of special local governments, particularly through the Mega-City strategy, are actively taking place at the regional level. Additionally, at the local level, both the application of special local government systems and the pursuit of administrative consolidation between cities and counties are being discussed in detail.
This study closely examines the legal and institutional aspects of Korea's administrative divisions, drawing on relevant international case studies to provide insights applicable to potential consolidation efforts among cities and counties under provincial jurisdictions. To address potential gaps in local governance resulting from city-county mergers, the study proposes an administrative reform plan tailored to underpopulated cities and counties. This plan suggests the establishment of administrative counties in former underpopulated areas when city-county mergers occur, and the creation of resident councils within each administrative county to function as quasi-autonomous local entity.
