이주민의 인권과 국가 안보 = 이주 노동자와 결혼 이민자를 중심으로

국문 초록 (Abstract)

본 논문은 이주민에 대한 한국 사회의 시선을 인권과 안보라는 한 쌍의 대항 프레임을 통해 들여다보고자 한다. 특히 이주민집단을 이주 노동자와 결혼 이민자로 나누고, 하부 집단별로 이주민 문제가 안보 문제화, 인권문제화 되는 양상을 살펴보았다. 1990-2009년까지 『조선일보』?와 『한겨레신문』에 실린 관련 사설과 칼럼을 분석한 결과 70% 이상의 사설/칼럼이 이주민을 피해자로 묘사하고 그들에 대한 인도적 처우를 주장하였다. 그러나 이것이 곧 인권에 대한 논의로 이어진 것은 아니다. 실제로 ‘인권’이라는 단어가 직접 언급된 사설/칼럼은 이주 노동자의 경우 38%, 결혼 이민자의 경우 20%로 낮은 편이었다. 본 논문은 이주민에 대한 인도적 시선과 인권 프레임은 구별되어야 하며 이주민에 대한 인도적 처우를 주장하면서도 인권 프레임이 자주 사용되지 않는 것을 ‘행위 주체성(agency)’의 문제로 분석했다. 이주민에 대한 우호적 시선을 ‘피해자에 대한 도움’이 아닌‘이주민이 당연히 누려야 할 인권’으로 프레이밍할 경우 이는 이주민의 행위 주체성을 암묵적으로 승인하기 때문에 안보에 대한 우려를 촉발시킨다. 안보 프레임은 인권 프레임보다 자주 사용되진 않았지만, 이주민이 한국사회에 가하는 것으로 인식되는 위협의 성격을 보여주었다. 이주 노동자는 국내 노동자의 일자리를 빼앗고 본국으로의 송금을 통해 국부를 유출시키는 등 ‘경제안보’에 위협을 가하고, 범죄를 일으키고 거주지역을 슬럼화시키는 등 ‘공공안보’에 위협을 가하는 것으로 묘사되었다. 반면 결혼 이민자가 위협으로 묘사된 경우는 거의 없어 결혼 이민자에 대한 한국 사회의 관대한 시선을 엿볼 수 있었지만, 이들을 한국 사회에 통합하는 데 실패할 경우 큰 재앙이 닥칠 것이라는 위기의식이 포착되었다. 즉 결혼 이민자가 ‘문화안보’에 가하는 위협이 간접적으로 드러난 것이다. 특히 다문화 2세들은 언제 터질지 모르는 ‘시한폭탄’ 같은 존재로 묘사되는데, 이를 통해 한국 사회가 여전히 문화적 차이나 다양성에 대한 두려움을 갖고 있음을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

This paper studies how concerns about security and human rights formulate attitudes toward migrant workers and marriage immigrants in South Korea. Analyzing 20 years’ worth (1990-2009) of editorials and columns from two Korean newspapers shows that while most articles were sympathetic toward migrants and argued for a humanitarian treatment toward them, the number of articles that directly addressed their “human rights” issues was limited. This is partly because positive attitudes toward migrants were driven by the perception that migrants are victims, not that they are human beings equally entitled to inviolable rights. While security has been relatively less of a concern, migrant workers were often portrayed as a threat to economic and public security. Although marriage immigrants were rarely described as a threat, they and their mixed-race children were seen as potentially dangerous unless they are assimilated into Korean society. This result, I argue, indirectly indicates nationalist preoccupations and anxieties about cultural security.
