Nothing is more important than grasping the conditions of the physical growth of the youth and the results are reflected in the establishment of our national policy. Take Kyung Buk province for example under the above title.

5. Early maturity, a common tendency in the recent world, can never be seen in our country.
These concerned with this problem say that such phenomenon if attributed to the inexactness of measuring equipments, the differences in skill of measurers and the degree of nourishment. This may sound reasonable in some degree, but some thing more important might cause such phenomenon. To find out the cause, it was thought most urgent at present to take a school (primary, junior, high, high school respectively) by Cities and Guns for sample, thus grasping step by step and more correctly the whole state of adolescent physical development.
