The tendancy of the report of the international news shows that the developing countries' news is relatively few and negative than that of the advanced countries.
It appeared that in the international news flow of information, there is imballance and the negative news finally effects bad influences on international relation.
The similar assertion appeared obviously not only in the study results of foreign scholars; Schramm, Markham, Galtung, Weaver and Wilhoit, but also in Korean scholars: Kim, Jung-Gi, Choi, Chang-Sup, Lee, Sang-Chul, You, Jae-Chun, Im, Duk-Keun, Kim, Won-Tae.
The study on the international news generally deals with the news flow from advanced countries to the developing countries and the imbalance of news report centering around 4 major wire services, and Korean newspapers also show same news tendancy.
But there is nearly no study presentation on international news of local papers. Local papers deal with international news at political department or editing department without foreign news department. In view of the importance of internationalization of locality, local papers should have more interest about international news.
The ratio of center related news is 62.9%, local related news is 37.1% and in editorial, center related theme is 76.4%, but local related theme is only 23.6%. Though it is located in local cities, however, Local papers deal with general news and editorials as if it is center papers. So the newspaper editing is not match with locality and it seems like a reduced-size edition of center papers.
Local papers have weak point in covering international news. There is many local agencies which do not have foreign news department. Therefore without international news specialists, teletypewriters, all foreign news are depending on Yunhap News Agency. But when an important event occurred like Gulf War, they temporarily entrust expert journalists in foreign language with foreign news dealer.
To know how local papers deal with international news, the researcher compare and analyze Chosun-Ilbo in Seoul, Kwangju-Ilbo in Kwangju, and Maeil-Sinmun in Taegu by using content analysis as an analysis method for the all sample papers of February 1991.
Especially, in this period, the researcher want to study how Seoul and local papers deal with such an important event like Gulf War.
In result, Chosun-Ilbo covered not only much international news but also sports, international politics, economics evenly. It dispatched 3 correspondents at war districts. It tried to see the war event through its eyes and filtered and reedited foreign news under the name of 'foreign news integration'.
But the effort which it wants to free from foreign news agency's view had no sufficient effect.
The ratio of international news volume and space in Kwangju-Ilbo was relatively low than Chosun-Ilbo. Giving foreign news directly to readers it lacks unificative view. But it tried to cover the vivid news by dispatching correspondent at Gulf district. And it was unique case among local papers. Besides it has enthusiasm to cover somewhere like Mongolia etc.
Comparing to Chosun-Ilbo and Kwangju-Ilbo the gravity of international news of Maeil-Sinmun was very low. Though percentages of international news was relatively low, but it use `foreign news integration' like Chosun-Ilbo and clearly expressed news source agencies. But Maeil-Sinmun was somhow negligent for local readers on international news without particular reason.
Nowadays local papers should contribute to develop local culture by enlarging international news in quantity and quality, carrying out the role of the 'world window' for local readers.
