한국 친환경농업의 특성 : Friendly Agriculture in Korea = A Study on Improvement Measure of the Environmental

국문 초록 (Abstract)

본 연구의 목적은 한국 친환경농업의 특성을 알아본 후 문제점을 살펴보고 이에 따른 대책을 제시하는 것이다. 한국 친환경농업은 1990년 중반부터 각종 법률을 제정하고 이를 실천하기 위한 계획을 수립되었고 그 기반은 매우 열악하고, 친환경 농산물의 생산·유통과 관련하여 소비자들은 농산물의 안전에 대한 강한 욕구를 가지고 있다. 한국의 친환경농업의 문제점으로는 친환경농업을 추진하기 위해 법정비와 계획은 매우 중요한 사항인데도 불구하고 이를 실천하지 않고 있다. 현재 우리농업은 과다한 비료와 농약살포로 토양은 산성화되어 있고 생산물에 대한 농약잔류에 대한 시비 등으로 친환경농업의 추진에 장해요인이 되고 있다. 또 폐영농 자재에 있어서는 수거률이 매우 낮다. 농업용수의 경우, 대부분 오염되어 있다. 축산분뇨의 경우, 배출량이나 처리에 있어서 상당한 진척이 되어 있지만 여전히 그 비율은 높다. 마지막으로, 친환경농산물의 수요가 크게 증가하고 있지만 채소나 과수 등 일부 품목이나 저 농약사용에 집중되어 있어 초보적인 수준에 머물고 있다. 이상의 문제점을 개선하고 위해서는 첫째, 친환경 농업을 확산시키기 위한 지도자 육성이 요구된다. 둘째, 소비자가 신뢰할 수 있는 친환경농산물을 생산하도록 맑은 물, 토양의 생명력을 강화해 나가야 한다. 마지막으로, 친환경농산물의 유통활성화를 위한 정부, 농협, 농민, 소비자의 노력이 절실히 요구된다.

The purpose of this paper is to suggest improvement measure of the environmental-friendly agriculture in korea. The level of the environmental-friendly agriculture is considerably progressed in USA, EU. However the infrastructure of the environmental-friendly agriculture in korea is low-leveled. The findings are summarized as follows. Firstly, the policies of the environmental-friendly agriculture are not supported by producers(farmers). Secondly, the business of the environmental-friendly agriculture are threaten by extra use of chemical fertilizer and agricultural chemical(medicine), farming matter waste, farming water pollution.
Thirdly, the producing articles by environmental-friendly agriculture are used by low agricultural chemicals. The policies for the environmental-friendly agricultural management are suggested in the followings. First, the policies of the environmental-friendly agricultural management do need to efforts for dissemination. Second, the programs of a manure use, agricultural chemical use control shall required.
