This study aimed at examining the relationships between labor, class, and race in the case of the activities of the Protestant pastor Friedrich von Bodelschwingh(1831-1910) and Bethel Mission, responsible for ‘labor education’ for ‘lazy whites’ in German Empire, unemployed outcasts, and ‘lazy blacks’ in German East Africa, African indigenous peoples.
The perceptions of them by von Bodelschwingh and Bethel Mission were similar in that they tried to make both ‘lazy whites’ and ‘lazy blacks’ faithful Christians (Protestants), loyal imperial Germans and, above all, productive, through ‘strict labor ethics.’ In the case of the poor in Germany, they should be brought ‘back’ to the church, and indigenous Africans abroad to the church ‘for the first time.’ In addition, a ‘patriarchal family relationship’ was performed at domestic social welfare facilities and overseas mission bases, where the order of up and down was clear and the authoritative relationship in which the ‘children’ should be loyal and submissive to the ‘parents’ was common. Both the unemployed outcasts and the indigenous Africans made little difference in that they were the ‘underage children’ who had to be educated and controlled by the ‘parents’ of social workers and missionaries. In the end, it seems that there was not much difference between their views of the domestic unemployed outcasts and the indigenous peoples of Africa.
However, there was a difference between the two ‘underage children.’ The indigenous Africans were placed further below than the ‘clientage’ at the bottom of the ranks in Bethel institution. Bethel’s lower-class ‘recipients’ were above the natives of the African mission bases just because they were Christians and members of the civilized nations. In other words, Bethel’s ‘clients’ are ‘superior’ to the indigenous peoples of Africa. It was due not only to the Christianity and civilization, but also to race. At that time, it seems that German East African society was divided into indigenous and non-indigenous peoples by ‘law’ on the basis of ‘race’. The latter was recognized as a privileged class just because it was ‘white’. Those in the lower class in the German Empire also have an edge over other races.
And even if Luther’s ‘love rods’ were used together at Bethel and the African mission bases, considering that the clientage of the African mission bases were more often exposed to the ‘violence’ of the ‘Kiboko’ whip, I wonder if the other races in Africa were treated worse than the lower class in Germany. It was similar in that both the lower working class in German Empire and the indigenous peoples in Africa, which were disengaged or unfamiliar with the European-style labor regulations, should be ‘bourgeoisly improved,’ but there was a difference in that the latter was located further below than the former because of the ‘other races.’

독일 제국 시기 국내의 ‘게으른 백인’과 해외의 ‘게으른 흑인’을 대상으 로 동시에 ‘노동 교육’을 담당했던 개신교 목사 프리드리히 폰 보델슈빙과 ‘벧엘 선교회’의 활동을 중심으...
독일 제국 시기 국내의 ‘게으른 백인’과 해외의 ‘게으른 흑인’을 대상으 로 동시에 ‘노동 교육’을 담당했던 개신교 목사 프리드리히 폰 보델슈빙과 ‘벧엘 선교회’의 활동을 중심으로 이들의 ‘게으름’과의 싸움을 살펴보았다. 이들이 그 과정에서 드러낸 실업 부랑자와 타 인종 아프리카 원주민에 대 한 인식을 통해 노동, 계급 그리고 인종의 관계를 검토해 보았다.
폰 보델슈빙과 ‘벧엘 선교회’가 ‘엄격한 노동 윤리’를 통해서 ‘게으른 백 인’과 ‘게으른 흑인’을 모두 충실한 기독교도(개신교)이자 충성스러운 독일 제국 신민으로, 무엇보다 생산적인 신민으로 만들려고 노력했다는 점에서 비슷했다. 국내의 빈민 경우에는 ‘다시’ 교회로 데려와야 하고, 해외의 아프리카 원주민의 경우에는 ‘처음’으로 교회로 데려와야 하는 점이 다르긴 했지만 말이다.
또한 국내 사회복지시설과 해외 선교 기지에서 상하 위계질서가 분명한 ‘가부장적 가족관계’가 형성되어 하위가 상위에게 충성하고 복종하는 ‘권위 적인’ 관계가 통상적이었다는 점이 유사했다. 실업 부랑자와 아프리카 원주 민 모두 ‘미성년 어린이들’로서 사회복지활동가와 선교사라는 ‘부모들’에 의해 지도되고 통제되어야 하는 존재라는 점에서도 별 차이가 없었다. 결국 그들이 국내의 실업 부랑자와 해외의 타 인종 원주민을 바라본 시선이 크게 차이가 없었다는 의미이다.
하지만 두 ‘미성년 어린이들’ 사이에는 차이가 있었다. 아프리카 원주민이 벧엘 기관 내 위계서열에서 가장 아래에 위치한 ‘피보호자’보다 더 아래에 배치되었다. 벧엘에서 가장 하위 계급 ‘피보호자’는 그들이 기독교도이 자 문명화된 국가의 구성원이라는 이유만으로 아프리카 선교 기지의 원주민보다는 상위에 위치했다. 즉 벧엘의 ‘피보호자’들은 아프리카의 원주민들 보다는 ‘우월한’ 존재로 간주되었다. 이들이 상위에 배치된 것은 꼭 기독교 와 문명 때문만이 아니라 ‘인종’ 때문으로도 보인다. 당시 독일령 동아프리 카 사회가 ‘인종’을 기준으로 ‘법’적으로 원주민과 비원주민으로 나누어져 있었고, ‘백인’이라는 이유만으로 원주민보다 ‘우월한’ 지위에 있는 특권계급으로 인정받았기 때문이다. 독일 제국 내에서 가장 하층 계급에 속한 이 들도 타 인종보다는 우위에 있는 것이다.
그리고 당시 상황에 비추어 루터의 ‘사랑의 매’가 벧엘과 아프리카 선교 기지에서 동시에 어느 정도 사용되었을 것을 인정하더라도, 아프리카 선교 기지의 피보호자들이 ‘키보코’ 채찍의 ‘폭력’에 더 자주 노출되었음을 고려 할때, 국내의하층계급보다해외의타인종에대한처우가더열악했다고 판단된다. 유럽식 노동규율에서 이탈하거나 익숙하지 못한 국내의 하층 노 동자계급과 아프리카의 타 인종 원주민이 둘 다 ‘부르주아적으로 개선’되어 야 한다는 점에서는 비슷했으나, 후자가 무엇보다 ‘타인종’이라는 이유로 국내의 하층 계급보다 더 아래에 위치하는 ‘최하층 계급’이었다는 점에서는 차이가 있었다.
