시민주도성 관점의 지방정부 위원회 제도 개선방안: 춘천시 사례 = A study on the improvement of the local government committee from the perspective of citizen participation: the case of Chuncheon City

The purpose of this study is to explore citizen-led operation plans of local committees as a means of citizen participation in local governments. To this end, the study defined the meaning of citizen initiative as a multidimensional concept that includes representativeness, learning, deliberation, and policymaking, and then empirically analyzed the cases of various committees of the Chuncheon city government from the perspective of citizen initiative. Specifically, as a result of analysis using in-depth interviews and survey data, it was found that it is necessary to increase the level of learning, deliberation, and policymaking in citizen participation as well as representativeness in the composition of the committee. The improvement plans for the composition and operation of the Chuncheon City Committee derived from the results of this study are as follows: First, in order to enhance the representativeness of the committee, it is necessary to set the composition criteria of the committee in a balanced way, such as region, age, function, gender, expand the disclosure of committee-related information, and enhance the transparency of the member appointment process. Second, in order to promote the learning of the committee, it is necessary to support systematic learning programs and various learning methods to the committee members. Third, operational skills and communication capabilities during the deliberation process of the committee need improving, and cyber space must be actively used for this purpose. Fourth, it is required to establish a monitoring and feedback system for policymaking of the committee's proposal.

국문 초록 (Abstract)

본 연구는 지방정부에서 시민참여 수단으로 활용되고 있는 위원회 제도의 시민 주도적 운영 방안을 탐색함을 목적으로 한다. 이를 위해 본 연구는 시민주도성을 대표성, 학습화, 숙의, 정책화를 포함하는 다차원적 개념으로 정의한 후, 춘천시 정부의 위원회 사례를 시민주도성 관점에서 실증분석하였다. 구체적으로 심층인터뷰와 설문조사 자료를 활용한 분석 결과, 위원회 구성 상의 대표성은 물론 실질적인 대표성 측면에서 학습화, 숙의, 정책화 수준을 제고해야 할 필요성이 있는 것으로 나타났다. 본 연구결과를 통해 도출된 춘천시 위원회 구성 및 운영 상의 개선방안은 다음과 같다. 첫째, 위원회의 대표성 제고를 위해 지역, 연령, 직능, 성별 등 위원회 구성 기준을 균형있게 설정하고, 위원회 관련 정보공개를 확대하며 위원 위촉과정의 투명성을 제고해야 한다. 둘째, 위원회의 학습화를 위해서는 체계적인 학습 프로그램과 다양한 학습 방법을 개발하는 등 위원들의 충분한 학습을 지원해야 한다. 셋째, 위원회 숙의 과정에서 운영 기술과 회의 역량 제고가 필요하며 이를 위해 사이버 공간을 적극 활용할 필요가 있다. 넷째, 위원회의 제언에 대한 정책화를 위한 모니터링 및 피드백 시스템 구축이 요구된다.
