地方自治의 法的當爲性과 前提條件 = Necessity and Preconditions of Local Autonomy in Legal Aspect.

Despite the deterioration of the classic meaning of local autonomy in the modern society, it is still a fundamental and indispensible conditions for the democratization and regional development of a country ; the more local self-government becomes active, the more a country becomes a welfare-state. So in a modern stare, the relation between the central government and local governments should be cooperative one, standing on an equal and coordinate terms through the functional distribution of administration.
In order to search the basic ground of the efficient and fruitful system of local autonomy, this paper has two main objects. The first one is to outline the necessity of local autonomy in the legal principles. So it is necessary to re-examine the classic concept of the system and to review the traditional theories of its necessity with some supplementary ones. And the other object is to study some essential preconditions for the efficient and better implementation of the system.
To get the ends, this paper is composed of as follows:
Ⅰ. Introduction ; concept of local autonomy and the aims and the scope of the study.
Ⅱ. Review of the traditional theories of local autonomy.
Ⅲ. Examination of the crucial theories of local autonomy.
Ⅳ. Some supplementary theories of the necessity of local autonomy.
Ⅴ. Some indispensible preconditions for the better implementation of local autonomy.
Ⅵ. Conclusion.
