18대 국회의 위상과 활로 = The 18th National Assembly's Status and Way Out of the Difficulty

After 82 day have passed in vain, the 18th National Assembly has just worked normally. Even though this result run counter to people's expectations, we cannot stop the hope and anticipation on the National Assembly because we have kept advancing throughout all the difficulties.
This study focus on the 18th National Assembly's status and the way out of the obstacles in reality. In conclusion we emphasize five agendas. First, we stress the role of conflict managent of National Assembly. Second, it is important to find out the way to introduce deliberate democracy. Third, it is necessary to institutionalize the deliberate survey of public opinion in National Assembly. Forth, the harmony or balance between the reason and emotion in National Assembly is more important task than any other thing in 21th century. Fifth, we should consider the introduction of the two Houses system and the extension of the propositional representation system.
