It has been ten years since a new mathematics education curriculum was introduced to the primary school for the modernization of mathematics education. Nevertheless, the teachers of primary schools have not had any access to the new approach to arithmetics, and thus they have not adoped and effective method of teaching arithmetics to their students.
The new curriculum contains a lot teaching materials. The teachers complain that they do not have enough time to study the new approach. So, they can not even understand the basic theory of four rules of arithmetical operations.
The writer has privilege to survey the present situation of mathematics education in some primary schools. She has found many limitations in applying new mathematics program to the primary school class situation. Some of the remaining problems will be studied by her future study.
