한국의 경제개발과 1960년대 한미관계 = 중층적 메카니즘

국문 초록 (Abstract)

이 논문은 1960년대 한국의 경제개발을 둘러싸고 형성된 한미관계를 분석하였다. 이 논문은 세계적/동 아시아 수준, 국가적 수준, 정책적 수준 등 세 가지 수준에서 한미관계를 분석하였고, 거시구조와 미시행위를 동시에 보았다. 한국의 경제개발에서 미국은 어떤 의미를 갖는가? 이 질문이 본 연구의 문제의식이다. 동아시아 수준에서 지역통합전략이 한국의 국내조건에 의하여 조정되었고, 원조정책이 군사원조와 경제원조의 균형 유지로 변화되었으며, 경제개발계획은 내향적 전략에서 외향적 전략으로 수정되었다. 1960년대의 한미관계는 중층적으로 형성되었고, 미국형 거시경제 운용이 한국의 경제개발의 한 축이었다는 것이 결론이다. 외부적으로 주어진 거시구조의 제약조건도 작용하였지만, 이를 극복하고 새롭게 형성하고자 하는 한미 양국 국내의 미시행위와 정책선택도 한미관계를 형성하는 중요한 변수였다. 세가지 수준의 연결관계와 한미간에 벌어진 주요 정책쟁점을 살펴봄으로써 미국이 갖는 의미를 확인할 수 있었다. 제1차 경제개발 5개년 계획의 원안에 대하여는 모든 정책에서 한국과 미국이 대립하게 된다. 하지만 수정안에 의하여 외향적 산업화 전략으로 전환한 한국의 거시경제 운용을 살펴보면 미국의 비판과 요구가 거의 수용되었다. 소위 경제합리화와 안정화 등의 거시경제지표 운용에서는 미국형이 정착되었다. 1960년대 중반에 채택된 미국형의 거시경제 운용 원리는 최근까지도 지속되고 있다.

다국어 초록 (Multilingual Abstract)

This study analyses the genesis and growth of Korea-U.S. relations focusing on Korea's economic development plan in the 1960s. It attempts to classify this relationship into three levels; global-regional, local, and policy level. Macro-structure and micro-behavior are examined simultaneously as essential variables in this study. "What meaning or theoretical significance can we draw from the U.S. involvement in the economic development of Korea?" This point is the focal question of this article. In the regional level, 'the U.S. initiative for East Asian integration' was adjusted to suit Korea's domestic conditions. In the aid policy, the weight shifted from military to economic aid. Consequently, the Korean government revised the developmental strategy from inward (import substitution) to outward (export-oriented). This paper concludes that the variations of the Korea-U.S. relations are the culmination of this over-determining dynamism - that is, a triple-layered process of change. It also concludes that an American-model of operation in macro-economy has become the main character of the Korean model. This study emphasizes the importance of micro-behavior (policy choice) as well as macro-structure in building economic relations between the two countries. The role of the U.S and its theoretical implications on Korea's economic development is evident in policy debates between the two countries concerning developmental strategy. Initially, almost on every issue, the U.S and Korea were confronted with the original version of the 1st five-year development plan. Korea reflecting most of the demands and advices of the U.S., eventually revised the plan. This plan represents the institutionalization of the U.S model - mainly the stabilization and rationalization of the Korean economy, which since the 1960s holds on until the present.
