      Human resources are a unique source of competitive advantage of the organization strategy. Strategic human resource has been widely recognized as an important factor of the firm`s valuable resource. However, theoretical discussion on the importance of human resources and firm`s performance has, so far, only focused on issues such as financial performance and productivity. In contrast, the researches on how human resources interact with learning, and how they are connected to innovation are very rare. In this study, I consider the impact of the existing strategy and strategic human resource management on human resource management and organizational innovation. In this study, I also verify human resources and innovation through the support and investment on human resource through top management`s will and attention. In order to substantiate this relationship, I collected from 255 Korea`s longitudinal firm data and analyze hypothesis. Through this study, the implication is that organizational learning is formed by human resources through education and training, and this learning process is connected with innovation through the mediating process. As a results, the importance of education and training of service providers, and their mutual learning will be able to make suggestions for aviation services industry with respect to competitive human resources and their quality of service.

Strategic human resource has been widely recognized as an important factor of the firm`s valuable resource. However, theoretical discussion on the importance of human resources and firm`s performance has, so far, only focused on issues such as financial performance and productivity. In contrast, the researches on how human resources interact with learning, and how they are connected to innovation are very rare.
