미국 기준중심 교육개혁(Standards-Based Reform)의 동향과 시사점 = Trends of the Standards-Based Reform in the U.S. and Their Implications for Korean Educational Policy

Currently, standards-based reform has become widespread in the United States. Standards- based reform intends to establish academic expectations for students; in other words 'standards.' Standards are often described as indicating what students should know and be able to do. In order to promote attainment of this expectation, other key elements of the educational system are required to align with these standards. In particular, as accountability has been increasingly emphasized, standards-based reform has been recognized as an educational policy capable of improving student achievement. The purpose of this study is to explore the trends of the U.S. standards-based reform and their implications for Korean educational policy. This work will help rethink the nature of Korean national curriculum standards, find harmony of alignment and autonomy in educational policy, and recognize the possibilities and limitations of high-stake accountability assessment.

국문 초록 (Abstract)

최근 미국에서는 기준중심 교육개혁을 통해 종래의 교육 체제를 전반적으로 개편하려는 움직임이 활발하다. 기준중심 교육개혁은 일반적으로 학생들이 학교에서 배우도록 기대되는 것을 기준으로 확립하고, 학생들의 학업성취도가 기준에 부합하도록 여타 교육 체제를 이러한 기준에 철저하게 맞추어 시행하는 것을 의미한다. 이것은 최근 교육의 책무성을 강조하는 분위기와 맞물려 학생들의 학업성취도를 향상시킬 수 있는 획기적인 교육 정책으로 주목받고 있다. 이 글의 목적은 미국의 기준중심 교육개혁의 동향을 검토하고 그것이 우리나라 교육 정책에 주는 시사점을 탐색해 보는 데 있다. 미국 기준중심 교육개혁을 검토하는 것은 우리나라의 국가 교육과정 기준의 성격을 재고하고, 교육 정책의 연계성과 자율성의 조화를 모색하며, 고부담 책무성 평가의 가능성과 한계를 인식하는 데 도움을 줄 것으로 보인다.
