The Korean train control system (KTCS-2), developed as a national R&D project, satisfies international standards for reliability, availability, maintainability, and safety in the railway field, and is compatible with the standardized European train control system (ETCS). Evaluation by domestic and foreign conformity assessment (ISA) bodies has been completed. In addition, the Korean-style train control system, which has been verified in function, reliability, and safety by carrying out a pilot project on the Jeolla Line, has become an alternative to aging high-speed train control systems introduced with foreign technology. The European Union Railroad Safety Act mandates quantitative management of safety by applying Common Safety Technique (CSM) risk assessment (RA) when constructing or improving a system closely related to railroad safety, such as a train control system. In this paper, safety due to improvement is evaluated by quantitatively evaluating the risk of the existing high-speed rail train control system and KTCS-2.
