프로그램적 지역정당의 형성 조건 - 인도 지역정당 사례 - = Conditions for the Formation of Programmatic Regional Parties - The Case of Regional Parties in India -

국문 초록 (Abstract)

본고의 목적은 한국에서 프로그램적 정당체계와 부합할 수 있는 지역정당 모델 구축 모색에 있다. 이를 위해 인도 지역정당 사례분석을 통해 성공적인 지역정당 형성의 구성조건들을 탐색한다. 인도의 지역정당은 전국정당의 압도적인 우세 속에서도 프로그램적 정당의 모습을 갖추면서 대안세력으로 존재해왔다. 인도 지역정당 사례분석을 통해 얻은 결론은 지역 정체성의 존재와 이에 기반한 일관되고 목표지향적인 정책수립과 추진, 그리고 전국정당과 연합이 지역정당 성공을 좌우하는 요인이었다. 이를 통해 한국 지역정당의 성공적인 형성을 위한 조건을 논한다면 지역정당 설립 초기에 지역 특정적인 유인이 분명히 존재하여야 한다는 점이다. 이를 발판으로 삼아 지역정당은 지역에 특화된 정책개발, 지역의 다양성을 포괄할 수 있는 통합적 프로그램을 마련하여야 한다. 그리고 전국적 규모의 대정당들과 연합을 통해 지역 및 국가수준에서 지속적으로 정치적 입지를 다져 나가야 한다. 이를 통해서 지역정당은 프로그램적 연계를 통해 지역민들의 참여와 호응을 이끌어 내면서 이념에 기반한 정책 수립과 목적지향적인 이슈를 주도해 나갈 수 있을 것이다. 프로그램에 기반한 지역정당의 형성은 한국 민주주의 강화의 규범적 필요성에도 부합하는 시대적 과제라 할 수 있다.

다국어 초록 (Multilingual Abstract)

This article develops a model for regional parties that aligns with a programmatic party system in Korea. To this end, the paper examines the conditions for successful regional party through the case study of regional parties in India. Despite the overwhelming dominance of national parties, Indian regional parties have maintained their presence as alternative forces by adopting programmatic characteristics. The analysis of Indian regional parties highlights that the existence of regional identity, consistent and goal-oriented policy formulation and implementation based on this identity, and alliances with national parties are critical factors for the success of regional parties. In discussing the conditions for the successful formation of regional parties in Korea, it is essential that specific regional incentives are clearly present at the initial stages of establishing regional parties. Regional parties, then, should develop policies tailored to the region and create integrative programs that encompass regional diversity. Furthermore, they must strengthen their political standing at both regional and national levels through alliances with large national parties. Through programmatic connections, regional parties can engage local constituents, lead policy formation based on ideology, and drive goal-oriented issues. The formation of programmatic regional parties is a timely task that aligns with the normative necessity of strengthening democracy in Korea.
