The purpose of this study was to analyze the obstacles and improvement plans for the operation of the School Violence Investigator (SVI) system based on the experiences and opinions of various stakeholders. For this study, focus group interviews were conducted with 14 participants across four groups: investigators, education professionals, school administrators, and teachers in charge of school violence. The main findings were as follows. First, the impediments to the SVI system’s operation were categorized into three aspects: investigator recruitment, assignment, and case handling. Specifically, seven hindering factors were identified, including an insufficient supply of investigators at an appropriate scale, dilemmas in assigning investigators, and the lack of an adequate investigator manual in the field. Next, the research participants suggested plans to improve the SVI system. Specifically, regarding appointment plans, they suggested optimizing the size of the investigator workforce, guaranteeing employment stability, and rationalizing the allowance system. Additionally, with respect to assignment methods, participants mentioned establishing an investigator assignment system and minimizing the number of dedicated schools. For improvements in case handling, they proposed enhancing and expanding substantive training to strengthen investigator competencies, as well as systematically revising and disseminating the investigator manual to the field. Based on the analysis results, this study provided policy implications, such as exploring strategies to strengthen investigator competencies, devising plans to secure competent investigators, establishing a rational assignment system, and revising and disseminating a manual based on stakeholder deliberation.
