The purpose of this study is to analyze the factors affecting the location of nuclear wastes disposal facilities in a jurisdiction. The analytical focus centers on how the citizens and environmental groups can be persuaded to accept the presence of those facilities in their localities. Comparing the cases of Japan and Korea, this study tries to illuminate some policy implications that may be utilized by the governments.
Results clearly indicate that the realization of procedural justice and the establishment of appropriate reward system explains the acceptance of nuclear wastes disposal facilities in the localities. Especially it should be highlighted that the governments must provide reliable information on the safety of such facilities. Meanwhile, it turns out that such factors as the strength of environmental groups, the characteristics of intergovernmental relationship, the propensity of journalism, and the role of local politicians are related to the non-acceptance of those facilities.
