드론 분류 및 규제 관련 법령 개정안에 대한 소고

국문 초록 (Abstract)

4차 산업혁명의 꽃은 역시 드론이다. 인공지능과 딥러닝, 초연결사회, 빅데이터 등 많은 것들이 있으나, 이들이 탑재될 곳은 역시 무인이동체인 드론이다. 드론은 하늘만 나는 것이 아니라, 때론 땅위를 달리기도 하고, 물 위와 물속을 자유자재로 다니게 된다. ‘인공지능 드론봇’은 인간을 대신해 위험하고 어려운 작업을 척척 해 줄 것이다. 해킹이나 고장으로 인한 오작동은 인간이 막기 어렵다. 다른 드론봇으로 막아야 할 만큼 강력하다. 우리에게 급속도로 들어와 버린 드론에 대해 공부해야 한다. 기본적인 조작법과 조종자격의 취득, 수색·촬영·측량·관측·탐사·감시·단속·관리·심리치료·물류·방제·광 고 등 드론의 활용에 이르기까지 무한한 분야에서 자기 분야에서 쓸 수 있는 기능을 속히 익혀야 한다. 이와 아울러 빈발하는 드론 사고의 예방과 대응을 위한 조치들을 해야 한다. 본 논문에서 안전한 비행 여건의 확보를 위해 항공안전법령 개정안에서 실기시험을 폐지하는 대신 모든 단계에서 필기 및 실기시험을 실시하고, 일정 기준 이하는 민간분야에 이를 맡기도록 하여 효율성을 꽤하도록 하여야 한다. 아울러 급증하는 드론사고의 신속, 정확한 처리를 위해서 이미 양성되고 있는 드론전문가들을 교육 시켜서 드론사고조사관을 활용하여야 할 것이다. 드론으로 편리해지는 그러면서 도 안전한 삶의 터전을 만들어 나가는 것이 우리 앞에 닥쳐온 과제로 남았다.

Artificial Intelligence Dronbots will make dangerous and difficult tasks on behalf of humans. Malfunctions due to hacking or malfunction are difficult for humans to prevent. It is powerful enough to be blocked by other drone bots. We must learn about the drones that have come to us so rapidly. The ability to use in the field of self in infinite fields ranging from basic operation and acquisition of pilot qualification, search, shooting, surveying, observation, exploration, monitoring, enforcement, management, psychotherapy, logistics, You must learn it quickly. In addition, measures should be taken to prevent and respond to frequent drone accidents. In this paper, instead of abolishing the practical test in the aviation safety legislation amendment, it is necessary to carry out the written and practical tests at all stages and make the efficiency of the private sector less than a certain level. In addition, drone experts should be trained to use the drone accident inspector for the rapid and accurate treatment of drone accidents. It has become a task that has come before us to make a place of life that is safe and convenient for the drones.
