대한불교조계종 직할교구 분구 방안 연구 = A Study on the Area Division Method of Seoul Metropolitan District of the Jogye Order of Korean Buddhism

다국어 초록 (Multilingual Abstract)

This study was initiated with the aim to seriously recognize propagation status in the metropolitan area and suggest ways to overcome it. In particular, I tried to find a proper division method for Seoul metropolitan district (gyogu) based on the analysis of the problems that the region is facing now. At present, Buddhism is pushed out of the mainstream religion in our country. The 2015 Total Population and Housing Survey shows the situation well. According to the category of religious population, the number of Buddhists is less than half that of Protestants and is similar to that of Catholics. Therefore, efforts are urgently needed to recognize and overcome the current reality. In this thesis, the organization and operation system of the Catholic Archdiocese of Seoul, which has a history of more than 100 years, were referred to for dividing the Seoul metropolitan district of Jogye Order. Through this study, Seoul metropolitan district of Jogye Order is divided into three areas: Gangbuk district, Gangnam district and Incheon district, with Jogyesa, Bongeunsa and Jeondeungsa as a head temple for each respectively. This study also suggests an independent organization to operate each district free from the control of a centralized administrative body above. I hope that this proposal will create a more systematic and effective way for Buddhism propagation in the future.

국문 초록 (Abstract)

본 연구는 수도권의 포교 위기상황을 심각하게 인식하고 이를 극복하기 위한 방안으로 직할교구의 문제점을 분석하고 이를 토대로 비대한 직할교구를 포교의 기능에 맞게 적절하게 분구하는 방안을 도출하기 위함이다.
2015년 인구주택 총 조사에 의하면 한국불교는 이제 주류종교의 위상에서 물러나게 되었음을 통계로 보여주고 있다. 특히 수도권에서는 더욱 심각한 상황이다. 개신교신도수의 반도 안 될 뿐만 아니라 천주교와 비슷한 수준이다. 인천에서는 천주교보다 불자수가 적은 상황이다. 한국의 핵심적인 역량이 집중되어 있는 서울의 강남구, 서초구, 송파구, 양천구는 더욱 심각하여 개신교는 불교보다 2배 이상이고, 천주교는 불교보다 상당히 앞서는 신도를 확보하고 있다. 이와 같은 현실 인식하에 이를 타개하기 위한 방안의 모색은 시급하다고 하겠다. 특히 수도권의 중심에 위치한 직할교구의 역할은 무엇보다 중요한 사안이다.
100여년의 역사를 가진 천주교 서울대교구의 조직과 운영 시스템을 분석하고 이를 참고하여 직할교구 분구방안과 조직 및 운영방안을 모색하였다. 그 결과 직할교구를 서울 강북교구, 서울 강남교구, 인천교구로 분구하고 각 교구에 위치한 조계사, 봉은사, 전등사를 교구본사로 지정한다. 그리고 직할교구의 교구장은 조계종 총무원장이 당연직을 맡되 상징적 역할에 그치고, 분구된 교구에 교구장 대리를 임명하여 실질적인 교구장의 역할을 하게 한다. 또한 의결기구인 본･말사가 참여하는 교구종회를 실질적이고 독립적으로 운영한다. 또한 교구 내에 위치한 타교구 사찰이나 조계종 법인 산하 사찰은 교구종회에 참석하여 발언권을 행사할 수 있는 옵서버 제도를 도입한다. 그리고 교구를 실질적으로 운영하기 위한 사무처를 독립적으로 설치하여 교구의 업무를 뒷받침하게 한다.
