제21대 국회의원선거 정당 공약과 매니페스토 정책선거 = A Study on the Election Promises and Manifesto in the 21th General Election in South Korea

국문 초록 (Abstract)

이 연구는 제21대 총선에서 각 정당이 제시한 선거공약을 비교하고 정당 공약이 유권자의 투표 결정에 미친 영향을 분석하였다. 분석 결과 지역구선거 참여 정당은 일자리나 부동산 등 경제공약에 중점을 둔 반면, 비례대표선거에 참여한 정당은 정치개혁이나 사회적 이슈를 강조하여 정책 차별성을 보였다. 코로나19의 영향에도 불구하고 유권자들은 후보자 선택시 소속 정당과 정책·공약을 가장 중요하게 생각한 것으로 나타났다. 특히 기존 선거에 비교할 때 후보자 요인보다 정책·공약의 중요성이 더욱 강조된 것은 정책선거에 대한 유권자들의 관심이 선거 직전의 이슈와 무관하게 확대되고 있음을 보여주었다는 점에서 의미가 있다. 하지만 다수 유권자들이 매니페스토 정책선거에 대해 인식하지 못하고 있으며, 매니페스토에 대한 접근통로가 TV나 포스터, 현수막 등에 집중되어 있으므로 향후 다양한 매체를 통한 정책선거 홍보활동을 강화할 필요가 있다.

다국어 초록 (Multilingual Abstract)

This study examined the election promises proposed by each political party and Manifesto in the 21st general election and analyzed the effect of Manifesto on voters voting decisions. The election promises between the Political parties participating in regional district elections and political parties participating in the proportional representative election were different. Despite the impact of Covid-19, it was found that voters regarded the promises and policies of the political parties seriously. In particular, the emphasis on the importance of policies and commitments more than candidate factors compared to existing elections is meaningful in that it shows that voters interest in policy elections is expanding irrespective of the issues just before the election. However, many voters are not aware of the Manifesto policy election, and the access path to Manifesto is concentrated on TV, posters, and banners. So it is necessary to strengthen the promotion of policy elections through various media in the future.
