지역친화적 자치경찰 도입모델과 나아갈 방향: - 경남지역을 중심으로 - = A study on the self-governing police model and the directions for improvement as a regionally friendly model - Focused on Gyeongnam Region -

국문 초록 (Abstract)

지역친화 자치경찰의 도입 및 그 모델은 자치경찰의 도입목적에서 도출되어야 한다. 자치경찰조직이 또 하나의 경찰조직으로 나아갈 경우 자치경찰의 도입은 혼란 혹은 비효율로 귀결될 것이다. 결국 자치경찰의 도입성공을 가져오기 위해서는 국가경찰과 차별화되어 시민의 수요를 적극적으로 창출하는 새로운 경찰개념이 필요하다. 지역주민을 주인으로 섬기는 서번트 경찰활동, 문제해결까지 책임지는 전담 경찰활동, 지역주민의 수요를 창출하는 경찰활동이 이루어져야 한다. 그것은 지역특색을 반영하여 자치경찰 유형을 세분화하는데서 시작하는데, 크게 정착 지형, 유동지형, 폐쇄지형의 세 가지 유형으로 구분하고 현지 치안환경에 맞는 자치경찰조직과 작용을 수행하는 것이다. 자치경찰의 안착을 위해서는 자치경찰의 초기 활용도를 제고하고, 이를 바탕으로 현재 및 향후 발생할 치안문제를 제어해서 지역치안의 안정화를 이루어야 한다. 또한 4차산업혁명 시대와 글로컬 시대를 대비한 지역인재 양성을 위해 자치경찰교육이 가능한 지역대학과 연계를 추진하고 이를 적극 활용할 필요가 있다. 그럼에도 불구하고 현재 정부 초안은 이러한 점에서 미흡한 점이 드러나고 있으므로 이를 점진적으로 개선해야 할 것이다. 우리가 인식해야 할 가장 중요한 점은 자치경찰의 도입은 지역주민의 안전과 치안만족도를 패러다임적으로 변화시키는데 있다는 것이다.

다국어 초록 (Multilingual Abstract)

The introduction and model of a regionally friendly self-governing police should be derived from the purpose of the introduction of a self-governing police. If it heads toward another police unit, the introduction of a self-governing police will come down to confusion or inefficiency. As a result, in order to bring about the successful introduction of a self-governing police, it should be a new police unit which differentiates itself from the national police and actively creates the needs of citizens. There should be police activities which serve local residents, are responsible for solving problems, and create the needs of local residents. It begins with subdividing the type of a self-governing police while reflecting local characteristics, largely into three types: regional settlement type, regional flowing type and regional closure type to conduct a self-governing police unit and operation suitable for a local security conditions. For a self-governing police to settle down, the early utilization of a self-governing police should be enhanced, through which the current and future security problems should be controlled to stabilize local security. In addition, it is necessary to promote the linkage to local universities where the education of a self-governing police is available in order to foster human resources in preparation for the Fourth Industrial Revolution and the Glocal Era. Nevertheless, as the current government draft leaves something to be desired in this regard, it should be gradually improved. The most important thing to be aware of is that the introduction of a self-governing police is a paradigm shift in terms of the safety and security satisfaction degree of local residents.
