국문 초록 (Abstract)

이 연구는 Grid-Group 문화이론을 적용하여 한국 행정문화의 지속과 변화를 분석하는데 목적을 두었다. 연구목적을 달성하기 위해 이차분석 방법을 활용했으며, 이차분석을 위한 자료는 한국행정연구원의 공무원/국민 인식조사결과(1992년, 2007년)로 하였다. 공무원 승진결정 영향요인, 조직 내 인간관계와 업무행태, 조직관리 등에 대한 공무원 인식, 그리고 공무원 조직에 대한 시민 인식의 분석을 통해서 한국 행정문화는 계층제적 문화를 주된 구성요소로 하고 있음이 드러났으며, 이는 한국 행정문화의 지속성을 보여준다. 그러나 최근 들어, 인사행정 및 조직관리 전반에서 개인주의 문화가 점차 확대되고 있고, 일부 평등주의 문화요소도 증가되고 있는 것으로 나타났다. 한국 행정문화의 이러한 지속과 변화는 행정개혁과 관료제 통제에서, 전통적인 감독 기제와 새롭게 도입된 경쟁 기제 및 네트워크 기제의 성공 가능성에 대해 의미 있는 시사점을 제공한다.

This study aimed to analyze the continuity and changes of the Korean administrative culture by applying Grid-Group cultural theory. The research method used in this study was a secondary analysis, and the data examined were the survey research results conducted by the Korea Institute of Public Administration in 1992 and 2007. The comparative analyses of the survey data confirmed that hierarchy has been the main element of the Korean administrative culture, which shows the continuity of the Korean administrative culture. However, this study also discovered that individualism increased notably in recent years and some egalitarian features have been growing in the Korean governmental organizations. These continuity and changes of the Korean administrative culture suggest several implications with regard to the possibility of success of the recent Korean administrative reforms and the old and new mechanisms for controlling bureaucracy.
