한국 포퓰리즘 공방 네트워크의 구조적 특성 = The Structural Characteristics of Korean Populism Dispute Network

국문 초록 (Abstract)

이 연구는 김대중 정권부터 박근혜 정권까지 정책영역을 중심으로 정치사회와 시민사회 행위자 간에 벌어진 포퓰리즘 공방의 현황과 변화를 실증적으로 분석하였다. 이러한 작업은 “대중영합주의=포퓰리즘”이라는 정치공세의 수단으로 확산되어 온 포퓰리즘 현상에 주목하여 한국의 정치과정에서 보이는 포퓰리즘의 한계를 제시하기 위해서 수행되었다. 자료수집은 신문기사 내용분석(contents analysis)을 통해 이루어졌고, 분석은 사회네트워크 분석(social network analysis)방법을 차용하여 수행하였다.
분석결과에 의하면, 첫째, 포퓰리즘 공방 네트워크의 규모는 확대되어 행위자 수와 연결망 수 및 밀도는 증가하는 경향성을 가졌다. 둘째, 포퓰리즘 공격주체는 정부, 대통령, 보수정당과 진보정당 등의 정치사회 행위자 이외에 국민, 학계, 경제단체 등의 시민사회 행위자로 다양화되었다. 셋째, 핵심네트워크는 정치사회 행위자를 중심으로 분화되어 있었으나, 시민사회와 지방정부가 참여하여 다양화되는 동시에 특정한 행위자들 간의 포퓰리즘 공방이 집중화되는 경향을 보였다.

다국어 초록 (Multilingual Abstract)

This article focuses on policy areas from Kim Dae-jung administration to Park Geun-hye administration and empirically analyzes the current situation and changes in the populism dispute between actors of political and civil society. In addition, this focuses on the phenomenon of populism which had spreaded as a means of political attack via “popularism = populism”, and employs social network analysis in order to present the limitations of populism as seem in Korean political landscape. The data was collected through the contents analysis of newspaper articles.
According to the results of analysis, first, the size of populism dispute network is being expanded. In other words, the continuity of the dispute between the actors has increased and even the number of actors. Second, the main agents of the attacks had diversified. Originally, it was composed of the political actors such as government, president, conservative and liberal party. However, now it includes citizens, academia and economic groups. Third, while core network was only being differentiated around political actors, now populism dispute tended to be diversified and centralized between the actors by the participation of civil society and the local government,
