This study analyzed the educational needs of pre-service teachers to explore strategies for strengthening their competencies in utilizing the AI Digital Textbook (AIDT). Focusing on the AIDT to be introduced in 2025, data were collected from 57 pre-service teachers through blended learning sessions, surveys, and interviews. Six core functions of AIDT were evaluated in terms of importance, performance, and urgency, and educational priorities were derived using Importance-Performance Analysis (IPA), the Eisenhower Decision Matrix (EDM), and Borich needs analysis. The IPA results indicated that the personalized content function and the learning diagnostic function fell into the high-importance/high-performance quadrant. The EDM results showed that the learning diagnostic function belonged to the high-importance/high-urgency quadrant. Borich analysis also confirmed that the personalized content function (1.702) and the learning diagnostic function (1.628) had the highest educational needs. Analysis of educational method preferences revealed strong inclinations toward blended learning (56.1%) and collaborative learning (31.6%), with a preferred program duration of 3-6 hours in an intensive format. Based on these findings, a practice-oriented program was designed that integrates AIDT comprehension, functional training, lesson design, and instructional implementation. This study systematically analyzed pre-service teachers’ educational needs and provides actionable insights for developing effective training programs to enhance competencies in AIDT utilization.
